Clackamas County is seeking an experienced, highly motivated, and visionary budget professional to lead the Budget Office into the future as our next Budget Manager. The Budget Manager is responsible for the management, direction, and integration of comprehensive budget planning services for the County and its service districts, which include the development, implementation, and administration of the annual budget. The incumbent is responsible for developing and analyzing performance measurement systems, performance-based budgeting, and financial forecasts. The Budget Manager will also oversee the online budget management system, ensuring the accurate processing and maintenance of records regarding budget activities for the County and its service districts. The Budget Manager’s role requires excellent interpersonal skills and a proven ability to collaborate with County staff, elected officials, government agencies, and citizen groups. The incumbent will need to lead a staff of 4 FTE in providing financial planning and long-range forecasting and have the ability to anticipate and respond to changes that will affect future needs. Our ideal candidate will have the ability to collaborate and assist the Finance Department management team on joint initiatives and ensure the County meets the requirements of Oregon Local Budget Law as defined in Oregon Revised Statutes Chapter 294. The County recently selected cloud-based OpenGov for its user-friendly budget software and transparency tools. This is an exciting opportunity for our budget manager candidate to help design and implement the new system, bringing our budget office into modern technology.
