POSITION:                            CHIEF DEPUTY COUNTY CIVIL ATTORNEY

                                                This position is open to County Employees and the General Public.

STARTING SALARY:            $77,347 - $86,159

DEPARTMENT:                   COUNTY CIVIL ATTORNEY (5800)

 

PRIMARY RESPONSIBILITY/FUNCTION: Receives case assignments from the County Civil Attorney and from Elected Officials for preparation and development of legal cases, drafting of legal opinions, representation of the County in State, Federal, and County Courts, and advising any County instrumentality or County officers regarding questions of law pertaining to official County business; attends all Quorum Court meetings; assumes duties of Civil County Attorney in the event of absence

 

ESSENTIAL FUNCTIONS;

  • Represents Pulaski County in local County, State, and Federal Courts including oral arguments, writing trial, and/or appellate briefs and all other work necessary
  • Provides consultation and advice to Pulaski County departments and agencies as needed
  • Drafts proposed County ordinances as requested
  • Conducts legal research for the purpose of preparing legal opinions, legal briefs, and pleadings
  • Performs duties imposed by the laws of the State of Arkansas and the Pulaski County Quorum Court ordinances
  • Reviews contracts for all departments for goods and services to ensure compliance with state law
  • Represents and advises the Pulaski County Quorum Court on legal matters including the review of proposed legislation
  • Reviews bankruptcy pleadings for Treasurer’s and other offices to represent the County’s claim in proceedings; prepares pleadings as needed
  • Attends all Quorum Court Meetings
  • Performs other legal matters as requested by the County Civil Attorney or County Elected Officials
  • Provides supervision of county Attorney’s Office and CASA staff
  • Performs other related duties as required

 

NUMBER OF PERSONNEL SUPERVISED: Provides supervision to one Office Manager/Legal Secretary, One Attorney, Two Guardian Ad Litems, and One CASA Program Coordinator

 

WORKING CONDITIONS:

Work is performed primarily indoors in a smoking restricted environment; duties are varied and often performed under strict time constraints

 

MINIMUM QUALIFICATIONS:

Completion of a Juris Doctorate from an accredited law school; considerable legal experience including preparation and trial work and a demonstrated ability to produce large quantities of work in time compressed situations, or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities

 

Must possess an Arkansas Attorney’s license in good standing with the Arkansas Supreme Court; license to practice before the US District Court of Arkansas and 8th Circuit Court of Appeals
