Description

The Town of Rolesville is seeking a dedicated and experienced Capital Project Manager to join our team.  This is a new position that is vital to coordinating, implementing, and managing various capital projects that facilitate our community's growth, development, and redevelopment.  

Hiring Range:  $66,434 - $82,378

  • Develops, coordinates and recommends a variety of special and continuing projects related to the growth, development and redevelopment of the Town; conducts or coordinates various projects including downtown revitalization, street, intersection, sidewalk and other transportation improvements, utilities improvements, parks and other Town recreation facilities, greenways, trails and bicycle facilities, development or renovation of public facility structures and sites, economic development and other projects as required.
  • Assists in development, prioritization and implementation of maintenance, operations, and capital projects in collaboration with Manager, Assistant Manager and Department Heads.
  • Develops and implements project feasibility studies, concepts, programming, budgets, planning, design, construction, and other activities for assigned projects.
  • Develops and advertises RFP’s, RFQ’s, and RFI’s consistent with North Carolina statutes and federal regulations.
  • Supervises and coordinates the work of contract consultants retained to provide expertise in project studies, programming, development, design or management.  Participates in or manages the selection, hiring and development of contracts with consulting firms.
  • Plans, prepares and communicates schedules and progress records of project activities and expenditures and assists others in establishing project schedules and milestones.
  • Reviews, analyzes and prepares reports and other correspondence on all activities and transactions related to assigned projects and provides timely information and status updates on projects.
  • Researches and identifies grants and other funding sources for projects.  Prepares and submits project grant and loan applications.  Serves as grants 
  • administrator for funded projects.  Develops and maintains grant and funding source library.
  • Assists in development and updating of various long-range plans to include but not limited to the Downtown Master Plan, Parks and Recreation Master Plan.
  • Provides research and input into the development of ordinances, policies and procedures for the Town and the departments; drafts ordinances and plans as needed; prepares amendments to planning related ordinances.
  • Serves as staff liaison with NCDOT. 
  • Supervises interns and other temporary or special project-based staff.
  • Conducts a variety of special studies as requested by the Town Manager or Assistant Town Manager.
  • Serves as staff liaison for various Town committees when needed; participates in meetings and public hearings to explain project proposals; advises appointed and elected officials on project related procedures, ordinances and guidelines; prepares and presents reports to hearing bodies, committees, community groups and private organizations to explain the impact of projects and developments. 
  • Participates in various budget informational discussions.
  • Performs other related duties as required.

Typical Qualifications

Education and Experience:

  • Graduation from an accredited college or university with a Bachelor’s degree in Engineering, Planning, Architecture, Business Administration, Public Administration, or related field;
  • Four (4) years of progressively responsible experience in professional project management, public sector planning; or
  • An equivalent combination of education, training and experience. 

 
Required Certificates, Licenses, and Registrations:
A valid North Carolina driver’s license is required.  The following certifications are highly preferred:
-Professional Engineer (PE)
-Engineer In Training (EIT)
-Project Management Professional (PMP)
-Construction Administration

Required Knowledge and Skills
Required Knowledge:

  • Principles and practices of public administration, municipal planning, and project management.
  • Environmental and socio-economic implications of community development.
  • Quantitative and qualitative methods, research techniques, chart and graph preparation, strategic planning, and problem solving.
  • Budget policies, procedures, preparation, and administration.
  • Applicable local, state, and federal regulations, ordinances, and codes.
  • Principles and  practices of grant writing and administration.
  • Techniques for working collaboratively with the public.

 
Required Skills:

  • Use of common office computer systems and software including Microsoft Office; ability to create and manipulate spreadsheets and data bases and apply information technology to project management and planning work.
  • Use of Geographic Information Systems (GIS) and computer assisted drafting.
  • Collecting, analyzing, and presenting technical data; familiarity with NC building code and NC general statutes associated with grant and project management.
  • Researching, preparing, submitting, and administering government and private sector grants and other project funding sources.
  • Facilitating effective public meetings and conflict resolution among competing stakeholders.
  • Coordinating and supervising municipal improvement projects, equipment acquisition projects, and consultant studies.
  • Establishing and maintaining effective working relationships with community groups, federal, state, regional, and local officials as well as the general public.
  • Preparing comprehensive reports and studies and organizing and coordinating others involved in large scale projects.
  • Making effective public presentations and communicating effectively, both orally and in written form.
  • Providing leadership to committees and staff, building consensus, and working collaboratively with developers, Town officials, and the community regarding development.

 

Supplemental Information

PHYSICAL/MENTAL REQUIREMENTS:

Work in this class is generally sedentary exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to move objects. Work requires some physical activity such as driving, walking, standing, reaching, stooping and repetitive motion of the wrists, hands, and fingers using dexterity in the hands for typing and operation of standard office equipment. Work also includes the ability to drive, see, hear, talk, and physically move about the office. Visual acuity is necessary to operate a vehicle, read materials and operate computer terminals and other office equipment. Work may also include visits to construction sites which may entail exposure to hazards.  Must wear and / or use personal protective equipment or gear as required.

WORKING ENVIRONMENT:
Work may be performed at various locations but is generally performed in an environmentally controlled office environment.   Work may also be performed outside exposing employee to various weather conditions including temperatures of extreme cold or heat. This position has been deemed Safety Sensitive.
