Position Summary:

This is an unclassified at-will position

The Human Resources Director works under the administrative direction of the Chief Financial Officer. The Director will manage, oversee and supervise a wide range of programs, services and activities within the Department of Human Resources. Key focuses of the Director are to ensure equitable classification, competitive compensation and benefits programs; training and promotional opportunities for all employees; and dissemination, maintenance and interpretation of the Personnel Rules & Regulations to ensure consistency and compliance with the Merit System Ordinance.

The Department of Human Resources serves as a change agent for direction setting to meet demands placed on City departments by changing Community Desired Outcomes and available resources.

The FY20 budget for this department is approximately $3.6 million and a total of 43 full-time positions.

The Director is responsible for:

1. providing leadership in the management and development of quality employment services to the general public and city departments;
2. effective personnel administration in compliance with City mandates and State and Federal laws;
3. providing for and encouraging employee personal and professional development; to work to ensure employee equity;
4. minimizing City liability, administering effective and efficient department services in accordance with federal, state and local regulations;
5. implementing short-term and long-range strategic plans, department goals, objectives, polices and priorities;
6. developing and administering the department budget, recommend and approve expenditures and implement adjustments as appropriate and necessary;
7. monitoring performance of the Department;
8. demonstrating continuous effort to improve operations, decrease turnaround times, streamline work processes and customer service.
