Responsibilities

  • Staff management, engagement, and development. 
    • Provide leadership to Engineering Division employees, developing and maintaining a collaborative team that’s committed to providing timely and high-quality engineering services to the Beaverton community. Create a culture of accountability and actively promote respect, inclusion, and belonging. 
    • Serve as a member of the Public Works senior leadership team. 
  • Capital Improvement Program (CIP) management. 
    • Manage the development, prioritization, and oversight of the yearly CIP, coordinating with internal and external partners to execute public works, utilities, and streets projects. 
    • Engage in the initiation of all capital improvement projects, defining project scope, determining financial resources, identifying stakeholders and a project manager, overseeing public engagement, and developing a project charter. 
    • Support and oversee project managers during all phases of capital improvement projects to ensure conformance with budgets and timelines, and to provide program-level performance reports to the Public Works Director. 
    • Partner with the Community Development Department to develop and facilitate strategies to resolve complex private development issues.
  • Planning and oversight. Plan, review, and implement work plans, services, policies, procedures, and reports. Set performance standards, and evaluate performance and program effectiveness.
  • Budget management. Forecast, recommend, prepare, and monitor CIP and division budgets. 
  • City code and engineering standards administration. Administer city codes related to public improvements, transportation, construction activities, and engineering standards. Monitor and maintain the city’s Engineering Design Manual and standard drawings. 
  • Intergovernmental coordination. Serve as the city’s liaison and representative at intergovernmental meetings, and advise the Public Works Director, City Manager, Mayor, and City Council on engineering matters, including analysis of proposed legislation. 
  • Public and Council engagement. Oversee the preparation of reports, agenda bills, and other reports for City Council. Assist the City Manager, Mayor, City Council, staff, partner agencies, and community members with questions about land surveying, rights-of-way and easements, land acquisition, CIP, and private development issues. 
  • Additional duties are outlined in the City Engineer class specification. 

Qualifications

Minimum qualifications:

  • Bachelor’s degree in civil engineering or a closely related field, and 
  • Ten years’ experience in professional engineering, including
  • Five years’ experience in a supervisory or management role; or 
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. 

Licensing and special requirements

  • Valid driver’s license and ability to meet the city’s driving standards
  • Registration as a civil engineer (PE) in the State of Oregon
  • Ability to pass reference checks and education verification, and satisfy the requirements of a background check.

Compensation

Wage range: $10,123.13 - $13,566.23 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
