PAY AND BENEFITS

Annual Pay Range: $48,941.09 - $61,718.87

Hourly Pay Range: $25.097997 - $31.650705

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) is actively seeking multiple Occupancy Specialists to join our team. As pivotal team members, you will play a crucial role in ensuring housing stability for our homeless, disabled, and low-income clients in Clackamas County.

This position performs technical work involving coordinating, implementing, and monitoring rental assistance and subsidized housing funded with various resources, including federal, state, and local funds. These roles demand adeptness in communicating with tenants, landlords, and social services agencies. As an Occupancy Specialist, you will be responsible for reviewing program eligibility, determining rent calculations, and reviewing and approving leases and contracts.

Occupancy Specialists provide vital customer service, are adaptable to changes, have effective time management skills, and understand the importance of providing trauma-informed care services to our clients. An ideal candidate will be able to effectively manage a large and varied caseload of clients and responsibilities and show a commitment to public service. They will also be problem solvers who utilize critical thinking skills when faced with challenging scenarios presented by prospective program participants, community partners, or inter-agency partners. Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.

• Strong communication and interpersonal skills

Preferred Special Qualifications/ Transferrable Skills:*

• Knowledge of promoting fairness and an understanding of racial equity, with practical experience incorporating these principles into your work supporting diverse populations

• Transferable work experience can be in housing programs, case management, residential services, property management, or other social services

• Experience working with YARDI or other Housing Authority database software

• Experience performing data entry and handling confidential documents

• Experience working with low-income families and maintaining a client caseload

• Experienced in fast-paced environments with a keen eye for detail in process-heavy workflows

• Knowledge of housing regulations, procedures, and landlord/tenant laws

• Knowledge of basic accounting principles and practices

TYPICAL TASKS

Duties may include but are not limited to:

• Gathers information from clients to determine eligibility regarding income and family composition changes; answers questions and provides information/referrals to current and prospective landlords or property managers; interacts with various social services agencies to exchange or verify information on clients.

• Completes annual reviews on clients under our Housing rent assistance programs; reviews proper verification of income, assets, medical, and child care; reviews notification to landlord and tenant; negotiates rents with landlords in accordance with Annual Adjustment Factors, Rent Reasonableness, and Fair Market Rents; calculates rents and prepares rent change notification, lease rider, and lease as required; mails forms to landlord and tenant.

• Respond to income and family composition change requests; generate verification requests and/or complete verification with the appropriate agency/employer; prepare rent change notification and payment adjustment form, when necessary, for the landlord and tenant to receive additional payments.

• Updates verification on income and family composition changes generated by eviction or tenant choice; notifies accounting of the cut-off date of payment; generates a payment adjustment form for pro-rated rent payment; confirms the move-out date with the previous landlord.

• Ensures tenant compliance with leases and certificate/voucher obligations; mediates complaints and lease violations between tenant and landlord/owners; provides accurate information and knowledge to tenant and landlord/owners questions, disputes, program rights, and responsibilities; generates appropriate correspondence regarding eviction/termination of assistance; assists in collecting rent, sundry charges and damage claims.

• Monitor, investigate, and report program abuse or fraud allegations and assist in resolution as directed; review public records; issue program warning or notice of termination as warranted; prepare hearing and eviction/termination information and represent the Housing Authority at informal hearing and eviction/termination proceedings if requested.

• Reviews updated materials regarding regulations, procedures, and landlord/tenant laws; enters data on client information; prepares required reports; remains current on occupancy, Housing Quality Standards (HQS), National Standards for the Physical Inspection of Real Estate (NSPIRE), and Housing Authority regulations and policies.

• Establishes, maintains, and updates various logs and books related to the orderly maintenance of records; ensures all computer records of all tenant caseloads are accurate and current; promptly and accurately maintains all file documentation.

• Attends required training to ensure staff compliance with Housing Authority, federal, state, and local policies and guidelines.

REQUIRED KNOWLEDGE AND SKILLS

Knowledge of:

• Housing assistance program regulations, policies, procedures, and practices;

• Federal, state, and local regulations governing assigned rent assistance programs, including Housing and Urban Development (HUD) guidelines;

• Case management principles and practices relevant to low-income families, homeless populations, veterans, victims of domestic violence, and individuals with disabilities;

• Oregon landlord-tenant law and basic property management experience;

• HIPAA and laws governing the privacy of protected and confidential information; and

• Basic accounting principles and practices.

Skills to:

• Understand and follow oral and written instructions;

• Communicate effectively both orally and in writing;

• Organize resources and establish priorities independently;

• Perceive, respond to, and resolve problems;

• Utilize established training methods and techniques;

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
