The Public Works Department offers an exciting Project Manager opportunity for someone passionate about seeing innovative ideas become the infrastructure our community relies on.
 
As a Project Manager, you'll be the central figure, ensuring projects aligning with City Council priorities are delivered on time, within budget, and to the highest standards. You'll work alongside a diverse and talented team, fostering open communication and leveraging everyone's strengths.
 

What You Will Be Doing
As our new Facilities Capital and Development Project Manager, you will be instrumental in driving the success of our capital improvement and development initiatives. This dynamic role demands a strategic, hands-on approach to guide projects from conception to completion.
 
Key responsibilities include developing comprehensive project plans, managing budgets and schedules, fostering collaboration among internal and external stakeholders, ensuring adherence to building regulations, and effectively managing project risks. Strong communication, problem-solving, and organizational skills are essential to navigate the complexities of these projects and deliver exceptional results.
 
Primary Duties & Responsibilities:

  • Develop comprehensive project plans aligned with City’s organizational goals and stakeholder requirements.
  •  Manage project budgets effectively, ensuring optimal resource allocation and financial accountability.
  • Establish and maintain clear project timelines, utilizing project management tools and techniques.
  • Foster collaboration among cross-functional teams, promoting effective communication and knowledge sharing.
  • Identify and mitigate project risks proactively, implementing contingency plans and risk management strategies.

The ideal candidate is a strategic and results-oriented individual with a proven track record of delivering complex capital projects from inception to completion. This role requires a blend of technical expertise, strong leadership, and exceptional interpersonal skills.
 
 Key Competencies:

  •  Strategic Planning: Develop comprehensive project plans, aligning with organizational goals and stakeholder needs.
  • Financial Management: Oversee project budgets, perform cost-benefit analyses, and manage financial resources effectively.
  • Project Execution: Drive project timelines, coordinate resources, and ensure adherence to quality standards.
  • Stakeholder Management: Build and maintain strong relationships with internal and external stakeholders, effectively managing expectations.
  • Technical Proficiency: Possess a solid understanding of construction processes, building codes, and industry best practices.
  • Systems Knowledge: The ideal candidate will possess experience in contract administration and cost estimating. Proficiency in Revit or AutoCAD is a plus.
  • Contract Administration: Manage contracts, procure materials, and oversee vendor performance.
  • Problem-Solving: Identify and address project challenges proactively, implementing effective solutions.

 Ideal Qualifications:

  • Proven experience in managing capital projects, preferably in a facilities management context.
  • Strong understanding of project management methodologies (e.g., Agile, Waterfall).
  • Proficiency in project management software (e.g., Primavera, MS Project, etc.,).
  • Demonstrated ability to lead and motivate cross-functional teams.
  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving abilities.

Current/ Upcoming Projects
 
Hillsboro Police Department Headquarters
City of Hillsboro is building a new, consolidated headquarters for the Hillsboro Police Department (HPD), replacing their current two facilities. The location sits near the Hillsboro Airport and NE Evergreen Road, specifically at the intersection of NE 25th Avenue and NE Beacon Court.
 
South Hillsboro Fire Station 
Responding to the growing needs of South Hillsboro, the City is constructing a dedicated 3-engine fire station for the Hillsboro Fire and Rescue Department. This vital addition will be located at the intersection of SE Butternut Creek Parkway and SE Deline Street, ensuring fast and efficient emergency response throughout the area. Careful consideration was given to both access needs and existing infrastructure, including streets, utilities, and surrounding developments.
 
Year-Round Houseless Shelter
The City of Hillsboro plans to build a 75-person, low-barrier hybrid (congregate and non-congregate) year-round shelter for houseless adults in West Hillsboro, at the corner of TV Highway and SW 17th Avenue. The chosen location for the shelter prioritizes access, existing infrastructure, and considerations for the surrounding area.

Civic Center Remodel, Brookwood Fire Station, Public Infrastructure Projects in Support of Economic Development, Facilities Strategic Plan, CIP Process Improvement, among others.
 
Acceptable Experience and Training
Bachelor’s degree in architecture, construction management, Engineering, or related field; AND Minimum 4 years of experience in project management including supervisory responsibility ; OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
 
Preferred Licensing/Certifications

  • Project Management Professional (PMP) certification.
  • LEED Accredited Professional (LEAP) or other sustainability certifications.
