PAY AND BENEFITS
Annual Pay Range: $124,910.81 - $168,628.91
Hourly Pay Range: $60.053276 - $81.071589
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Health, Housing, and Human Services (H3S) is looking for a dedicated and experienced leader with a strong track record of collaboration, communication, and organizational management to be our next Social Services Division Director.
The Social Services Division (SSD) has an annual budget of more than $60 million and over 200 employees and volunteers. It helps Clackamas County's most vulnerable residents including older adults, people with disabilities, veterans, and low-income households. By joining our team, the selected candidate will plan, coordinate, maintain and advocate for a comprehensive system of social service programs with the participation of county and H3S leadership, citizen boards, and SSD management staff. This is an exciting opportunity for a seasoned professional to lead the county's efforts in providing culturally responsive social services and helping people in need to become more independent and thrive.
The SSD Director is responsible for directing all programs administered by the Social Services Division, leading the Social Services Management Team, and participating as a member of the H3S Executive Management Team. The SSD Director will also provide strategic direction and advocacy in response to unmet service needs in Clackamas County.
This position reports to an H3S Deputy Director. It provides general direction to the Social Services personnel through Human Services Managers.
THE IDEAL CANDIDATE
To lead the agency, the Social Services Division Director must understand the risks, cost factors, and opportunities for the division. The ideal candidate will also provide strong leadership in the development and implementation of standards, strategies, plans and objectives, along with the recruitment and support of division personnel. Candidates should have experience in employee and labor relations and understand working within a union environment. Successful candidates must be able to work on high-profile issues and problems while maintaining political and institutional savvy, pragmatism, discretion, and effective relations with others.
The ideal candidate should be a creative and strategic thinker with strong business acumen. The SSD Director will need to develop ideas and implement them through teamwork, collaboration, and an effective communication style with people with varied backgrounds and experiences, including members of the general community, vulnerable populations, elected officials, jurisdictional partners, community-based organization, and staff. We seek someone who has solid operations experience, excellent customer service, management and supervisory experience, good judgment, and problem-solving skills for administrative challenges in a complex organization.
The ideal candidate will have excellent communication and interpersonal skills, a flexible work style to achieve results, exhibit organizational acumen, and strong attention to detail. In addition, we are seeking a candidate who will employ a hands-on, proactive, and collaborative approach that builds trust and develops positive relationships both internally and externally and strikes the right balance between inclusive decision making and decisive leadership.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of eight (8) years of experience in a related field that would provide the required knowledge and skills to perform the duties of the role
• A minimum of three (3) years of the experience must have been in a leadership or program management role with supervisory responsibilities
• Experience planning and leading social services programs and operations
• Experience leading equity and inclusion efforts
• Experience in working with elected officials and boards
• Experience working in a unionized environment, including an understanding of labor relations and personnel issues
• Experience managing and building consensus among major stakeholders, both internal and external to the organization
• Thorough working knowledge and experience of federal, state, and local statutes and regulations governing the provision of social services, federal, and Oregon rules and regulations
• Thorough knowledge of development and administration of program budgets and managing multiple restricted funding sources, including grants
• Strong verbal and written communication skills in a leadership role, including the ability to convey complex information to various audiences
Preferred Special Qualifications/ Transferrable Skills:*
• Thorough knowledge of process improvement and organizational change management concepts
• Experience developing, implementing, and refining strategic plans, performance measures, analyzing performance data and program/performance improvement

TYPICAL TASKS
Duties may include but are not limited to the following:
• Directs all operations and programs administered by the Social Services Division (SSD), which includes Community Action Agency programs, Area Agency on Aging programs, Veteran Services, Transit Services, and Intellectual and Developmental Disability Services; Directs SSD administrative operations including accounting/finance functions and contracts; Directs SSD Management Team; Oversees preparation of requested County Board and Department materials, reports, and supporting documents; Participates as a member of the H3S Executive Management Team.
• Develops, recommends, and implements new and revised policies related to SSD; Establishes goals and objectives and supervises the preparation and implementation of annual operational plans; ensures compliance with federal, state, and county statutes, rules, and regulations in all areas related to the provision of SSD programs and services.
• Oversees the development of Social Services Division annual and supplemental budgets; Presents budget proposals and updates to H3S Department Director; County Administrator, funding agencies, and County Budget Committee when requested; Oversees the monitoring of revenues and expenditures for SSD programs; Directs and oversees research for alternative funding sources, including grant preparation.
• Hires and directs management staff to provide equitable and quality service to citizens and County staff; Prepares performance evaluations; Recommends and administers progressive discipline; Conducts and/or facilitates staff training and development programs; Promotes cooperative team efforts among staff and with other County department; Participates in hiring and selection for SSD as needed.
• Provides strategic direction to respond to unmet services' needs; Responds to County Board, citizen, client, and caregiver concerns regarding program operations; Provides administrative direction to SSD staff members in program planning and development, and in sensitive issues which could subject the County or SSD to significant liability.
• Ensures grant deliverables and accreditation requirements are met, reviews written reports and ensure timely reporting; Analyzes statistics to identify productivity standards and costs; Manages quality assurance for SSD program requirements; Develops and oversees performance management and quality improvement processes.
• Participates in state and local organizations, associations and task forces to promote and coordinate SSD programs; Serves as liaison and technical advisor to other County Board, County departments and divisions, government agencies and the community; Advocates for social service policy; Provides leadership facilitation, consensus building and collaboration with stakeholders, community departments and citizen groups, including Board of County Commissioner appointed advisory committees; Coordinates activities with national, regional and state organizations, commissions, task forces and groups related to social services; Represents the Division in drafting, introducing, advocating and testifying on related legislation.
REQUIRED KNOWLEDGE AND SKILLS
Comprehensive knowledge of: Principles, practices, methods and techniques of public administration, personnel management and budget/grant/contract administration; state and local government operating methods and procedures; techniques of negotiation and public relations; and housing needs of low and moderate income people.
Skill to: Communicate effectively, both orally and in writing; prepare and deliver oral presentations to public and private groups; develop and implement operational and administrative policies; prepare and justify budget requests and grant proposals; interpret and apply pertinent Federal, State and local statutes, rules and regulations; organize, direct, train, and evaluate management, professional, technical and administrative staff; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and staff; establish and maintain accounting and budgetary control procedures; establish and maintain cooperative working relationships with outside agencies, elected officials, employees and the public.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
