Job Description

Job Summary

Under limited supervision, the Accounting Manager plans, organizes, and directs the timely and accurate processing, recording and reporting of all financial transactions. Performs professional accounting work involving compilation, consolidation and analysis of financial data.  Manages payroll and accounts payable processes and staff. Functions as an individual contributor with respect to City accounting functions; must apply a significant degree of initiative and independent judgment; frequently interfaces with employees and managers in other departments and the general public.  

Essential Job Functions and Other Important Duties

  • Supervises accounting technicians, directs workload, and reviews work product for the payroll and accounts payable functions.
  • Performs professional accounting functions in compliance with generally accepted accounting practices.
  • Record financial transactions through journal entries. Review journal entries for inconsistencies and possible irregularities. 
  • Analyze and reconcile various general ledger accounts and financial reports.
  • Assist in preparation of the City’s annual budget, audit, ACFR, PAFR, and related documents.
  • Develop or modify written procedures relating to departmental accounting processes and communicate with others.
  • Prepare special reports or conduct research as requested by department management.
  • Coordinate and review the work of others in the finance department to complete financial projects.
  • Conform with and abide by all regulations, policies, work procedures, and safety rules.
  • Become thoroughly familiar with every aspect of departmental processes.
  • Work on special projects as requested.
  • Other duties as assigned.

Job Qualifications

Formal Education: Bachelor’s Degree in Accounting, Finance, and/or related field

Relatable Work Experience: 5 years’ experience in a finance, and/or accounting role, preferably in municipal government accounting

Training (Licenses(s) and/or Certification(s): Certified Government Finance Officer (CGFO) or similar certification preferred.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Needed:

  • Knowledge of governmental accounting standards Board (GASB) requirements and Generally Accepted Audited Principles (GAAP) related to municipal finance administration and program development.
  • Knowledge of Federal, State, and Local financial policies, laws, and regulations.
  • Skill in interpreting City policies and procedures.
  • Skill in tracking, monitoring and reviewing various reports.
  • Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.
  • Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
  • Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.   

Environmental Factors and Other Physical Requirements:

  • Subject to sitting and standing to perform essential functions in an office environment; must lift up to 20 lbs.
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
