Full-time, non-exempt position plus full benefits package.

About this Opportunity 
The City of Hillsboro currently serves about 85,000 residents with drinking water. In addition, Hillsboro is the managing agency for the Joint Water Commission, a partnership with City of Forest Grove, City of Beaverton, and the Tualatin Valley Water District. The ever-growing developments around the city means a giant network of public infrastructures and utilities are set underground in order to serve the vast growing population of Hillsboro. This job position will review plans for water meter requirements for residential buildings, and review franchise utility permits for spacing standards per the adopted City Codes and Standards. It will also involve field visits for franchise inspections and overall water systems to help better serve the maintenance and design of public utilities.

The primary focus of this position is to review plans and perform construction inspection. Including, but not limited to, the following:

  • Read and understand construction plans and enforce the City's Design and Construction Standards.
  • Recognize various types of plans, such as site plan, floor plans, overall utilities plan, franchise plan etc. 
  • Understand HMAPS (City's GIS mapping system) and incorporate all aspects of landscaping, construction, paving, utilities, terrain features etc.
  • Use of permitting software such as ProjectDox, Accela Automation and Munis by Tyler Technologies.
  • Apply water meter fees and maintain systems and database records.
  • Assist in plans review communication with various stakeholders such as government agencies, contractors and other city departments.
  • Maintain a positive and effective customer service principles.

What We Are Looking For
Our ideal candidate will be collaborative and adaptable to a changing workload and have experience with underground utility construction. In addition, excellent communication and customer service skills will be necessary for the position's interaction with the general public and public outreach, as well as the ability to read and comprehend construction documents and plans. Strong computer skills are required. Candidates must be comfortable working outdoors on construction sites both large and small, as well as in a professional office environment.

  •  Interpreting and applying applicable laws, codes, regulations and standards;
  •  Reading and interpreting plans, specifications, maps and related technical documentation;
  •  Performing engineering surveys, mapping and locating;
  •  Performing inspections and identifying issues in assigned area of responsibility;
  •  Performing mathematical calculations;
  •  Troubleshooting and problem solving;
  •  Preparing technical reports, maps and related documents used in assigned area of responsibility;
  •  Applying safety principles in work activities;
  •  Providing positive and effective customer service;
  • Utilizing a computer and relevant software applications;
  • Promoting a culture of teamwork and communication by working in collaboration and treating coworkers with respect and dignity and maintaining an open mind to diverse voices and ideas.
