Development Project Coordinator. Beaverton, Oregon

The City of Beaverton is looking for a highly organized and self-motivated person with excellent communication skills to be the next Development Project Coordinator in Development Division of the Community Development Department. The Development Division strives to build a livable, equitable, and inclusive community by strategically implementing the city’s development, urban revitalization, housing, and parking goals in the areas of real estate, downtown parking, public art, and housing.

The Development Project Coordinator will administer grant and incentive programs for building rehabilitations and development in the Central Beaverton Urban Renewal District, lead community engagement activities, and support a variety of other projects and programs for the city and the Beaverton Urban Redevelopment Agency (BURA).

The ideal candidate has:

  • Strong administrative and organizational skills with the ability to manage multiple projects simultaneously.
  • Passion for fostering an inclusive downtown. 
  • Experience in grant and incentive program management, particularly in the context of urban redevelopment or community development.
  • Ability to effectively oversee financial processes and timelines to ensure prompt and accurate disbursement of funds. 
  • Experience working in construction, permitting, real estate development, or economic development.
  • Excellent communication and interpersonal skills to work effectively with diverse partners.
  • Experience with public engagement and cultivating collaborative relationships with businesses, developers, contractors, architects, and permitting agencies. 
  • Knowledge of local businesses and community development efforts.

This is a full-time, non-exempt, SEIU classified position. Occasional evening or weekend hours will be required. This position will be eligible for hybrid work after successful completion of probation. There is one vacancy.

Responsibilities

Grant and incentive management

  • Oversee new and existing grants and incentive programs such as the Vertical Housing Development Zone and Building Improvement Program.
  • Process grant and tax abatement applications and respond to application questions.  
  • Serve as liaison between the city or BURA and grant/incentive recipients and provide guidance and support throughout the project lifecycle. 
  • Confirm developers, contractors and grantees qualify for incentives.
  • Monitor project progress, including construction permits, and ensure projects comply with funding agreements.  
  • Conduct site visits and inspections as needed.
  • Complete close-out tasks for finished projects.

Budget and financial management

  • Manage program budgets, vendor payments, and grant disbursements.
  • Maintain financial records and oversee contracting processes for grantees and vendors. 
  • Submit periodic budget requests and updates.

Reporting and administrative support

  • Prepare regular progress reports, financial summaries, and presentations for city officials and committees.
  • Assist with BURA and Urban Renewal Advisory Committee (URAC) activities, including data management, website updates, outreach, and meeting preparation.  

Stakeholder engagement

  • Develop and implement community engagement plans and activities for projects related to BURA, real estate, parking, public art, and housing, ensuring an equity focus.
  • Present on topics such as real estate, develop talking points, write and edit communication materials, and facilitate community discussions.  
  • Build relationships with community partners, including businesses, property owners, developers, contractors, consultants, and grant recipients. 
  • Facilitate meetings and outreach events, and support volunteer recruitment for URAC and BURA.

Qualifications

Minimum qualifications:

  • Bachelor’s degree in public administration, business, urban planning, or a related field, and 
  • Four years of work experience in coordinating community development real estate, urban renewal, community development, or economic development projects and programs; or 
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. 

Licensing and special requirements

  • Valid driver’s license and ability to meet the city’s driving standards.
  • Ability to pass reference checks and education verification and satisfy the requirements of a background check.

Compensation

Wage range: $35.80 - $47.96 hourly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
