PAY AND BENEFITS
Hourly Pay Range: $19.053703 - $23.939781
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.
A temporary status or seasonal status position receives EAP benefits only. Employees will accrue one (1) hour of sick leave for every thirty (30) hours worked with a maximum accrual of eighty (80) hours per year.
JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is looking for an organized and customer-service oriented Temporary Program Aide 1 to join the Utility Support Program, working with clients seeking assistance to offset their utility costs.
The Utility Support Program helps income eligible Clackamas County households offset the cost of heating and cooling their homes. In addition to providing assistance to Clackamas County's general population, the Utility Support Program offers seasonal targeted heating and cooling assistance to the most vulnerable senior and disabled Clackamas County residents, including those that are homebound, medically fragile or requiring assistance to apply for services.
Successful candidates for the Utility Support Team will have experience retrieving information from multiline phones and web requests, tracking information within our database, and a strong customer service background working with clients. The ideal candidate will have at least one year of experience working directly with households involved in or seeking human service programs.
This position requires work with varied socio-economic groups, disabled populations, and young or elderly clients who are frequently experiencing stress.
Required Minimum Qualifications/ Transferrable Skills:*
• At least six (6) months of experience with data entry systems
• Experience maintaining client and or program records
• Experience working with various socio-economic and other diverse groups
• Strong customer service skills
• Excellent written and verbal communication skills
Preferred Special Qualifications/ Transferrable Skills:*
• Ability to shift from one task to another without losing focus or accuracy
• Experience working with OPUS, the State computer program developed to support the Community Resources Division (CRD) of Oregon Housing and Community Services (OHCS) programs
• Familiarity or experience working with the Low Income Home Energy Assistance Program (LIHEAP), Oregon Energy Assistance Program (OEAP) and/or other utility support programs

TYPICAL TASKS
Duties may include but are not limited to the following:
• Interpret and adhere to federal, state and local program policies and procedures in regards to utility support
• Record incoming mail-in applications for utility support into the database to ensure equitable service delivery as outlined in the program work plan. Track application paperwork flow by updating status in the database.
• Record calls and voicemails from clients, entering accurate information to the internal database
• Research household information to determine whether mailing application is appropriate, prepare packets for mailing and maintain sufficient supply of application packets in the department as determined by each assignment
• Provide information about program services
• Participate in outreach opportunities designed to increase awareness and accessibility to underserved communities
REQUIRED KNOWLEDGE AND SKILLS
Knowledge of: Policies, procedures and requirements applicable to the Low Income Home Energy Assistance Program and Oregon Energy Assistance Program; OPUS state energy assistance database, internal utility support database and utility portals; general office procedures, practices and techniques; and principles of records management.
Skill and Ability to: Relate to a wide variety of people of varying ages, socioeconomic background and needs; exercise independent judgment and make decisions within established policies and procedures; process paperwork; interact with the public on the telephone and manage difficult interactions; communicate effectively, both orally and in writing; complete assigned tasks thoroughly and accurately within program guidelines.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 28 hours during a standard workweek of Monday through Thursday (Fridays off):
• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
