Utilities Inspector

This position performs inspection work for the administrative division of the utilities department.

ESSENTIAL FUNCTIONS
The following duties are representative of this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Monitors status and compliance and periodically observes new water and sewer construction for town projects and projects to be donated to the town; ensures new water and sewer mains are tested to the town's specifications and documented by the developer's engineer/contractor; works with contractors for planned shut downs for tapping existing systems; assists with transitioning new construction to the town's responsibility.
  • Performs and reports hydrant flow tests.
  • Develops agenda and attends pre-construction meetings; performs initial and final walk throughs on projects to develop list of corrective items.
  • Provides customer service to residents; responds to questions and complaints;
  • Ensures contractors are compliant with town regulations and specifications when installing water and sewer lines and appurtenances; addresses field issues and interpretation of the town standards and specifications. Ensures field compliance with the signed Water and Sewer Extension Contracts (WSEC).
  • Occasionally assist the utilities infrastructure protection supervisor with cross connection and fats, oils and grease inspections. Occasionally assists with monitors and repairs associated with watermain breaks. Provides emergency CDL Assistance. 
  • Prepares and/or processes various records and reports including inspection reports for new construction, inspection letters, hydrant flush report, and hydrant flow tests.
  • Coordinates residential tapping and verifies materials with contractors
  • Logs and approves shop drawings for new construction
  • Reviews contract inspector daily reports
  • Reviews contractor invoices on town projects and recommends payment.
  • Assists other department divisions and town departments.
  • Completes special projects for the utilities director, construction project coordinator, and environmental engineering supervisor.
  • Performs other related duties as required; supports and reports to the construction project coordinator

QUALIFICATIONS

  • Requires a High School Diploma and/or GED and four years of experience; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.
  • Direct experience with collection and distribution systems (installing or inspecting) preferred.

Licensure, Certification, and Specialized Training:

  • Valid Driver's License required.
  • NC Grade 3 Collections Operator preferred.
  • NC Cross-Connection Control System Operator preferred.
  • NC Grade B Distribution Water System Operator preferred.
  • Commercial Driver's License, Class A preferred
Working Conditions and Physical Requirements:
  • Must be physically able to operate a variety of automated office machines and equipment. 
  • Must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Must be able to lift and/or carry weights of up to 50 pounds.
  • Work involves frequent stooping, kneeling, crouching, crawling, climbing, and balancing.
