Job Description

The City of Cape Girardeau is seeking qualified applicants for this senior level position.  This position requires strong leadership, management, and communication skills.   Position is responsible for general oversight and administration of all personnel systems and polices, property and liability coverages including compliance with state and federal laws.  This position is a member of  the Emergency Management staffing and in the event of an emergency will be required to report to assigned area(s) as directed by the City Manager and/or Emergency Management Director. This position is also responsible for:  the interpretation and application of City personnel related policy and procedures; employee compensation, benefits, and health insurance plans; and for the assigned functions of risk management. The successful candidate should have a working knowledge of safety practices, policies, and insurance.  The risk management portion involves the overall administration of the City’s self-insured Workers Compensation program, fleet accident and liability claim processing, and investigating complaints and/or discrimination/harassment claims.  This position requires maintaining a working knowledge of State and Federal laws and regulations.   This position supervises a staff of two HR office support personnel and jointly shares a supervisory role with the Fitness & Wellness Specialist position.  

Minimum qualifications: include demonstrated abilities in each of the above areas, five years of progressive Human Resources experience with at least two years of which must be in a supervisory role, Bachelor’s Degree in Human Resources Management, Public Administration, Business Administration, or other industry related degree/major.  Preference may be given to applicants with Graduate Degrees in the same disciplines identified above and/or certified CPR or SHRM-CP.
