The Development Services Department
The mission of the Development Services Department is to partner with our community to build and maintain a safer San Antonio.
The City’s Development Services Department regulates land and building development and enforces property maintenance and building-related codes to help maintain a vibrant quality of life for our residents. We support the City’s economic development by reviewing proposed projects and granting approval to develop land and build commercial and residential structures. In addition, we coordinate with other City departments and outside agencies to help residents, commercial entities and business owners complete their projects as efficiently and effectively as possible.
The City’s Development Services Department is nationally recognized as a leader in development, safety and service. The department continues to be accredited by the International Accreditation Service (IAS) as a result of our philosophy of facilitation and continuous improvement. DSD employs approximately 450 individuals and has a budget of approximately $50million.
The Position
This Assistant Director of Development Services will provide executive leadership and support for the department by assisting the Director with planning, directing, managing and overseeing the Plan Review Division. The Plan Review Division includes the plans review, permitting, homebuilder and trade-contractor licensing, and the customer advocate and call center functions for the department. The Customer Advocate function is comprised of a call center to help answer the department’s mainline, a commercial intake team to help customers submit building plans, and a permits/licenses/Certificates of Occupancy section helps homeowners and licensed contractors receive the right permits for their proposed projects.
Job Functions and Responsivities
The Ideal Candidate
The successful candidate must have an extensive background in public sector management with proven and successful experience in problem solving and program development. Previous experience working in both public and private organizations is also desired. Ideal candidates must have knowledge of International Code Council (ICC) building-related codes and overall code administration. They must also have extensive experience in leading teams to provide excellent customer service and the proven ability to skillfully establish partnerships and positive relations with a variety of stakeholders which may include outside businesses and organizations, City Council, employees, and the community at large. Ideal candidates must also possess strong leadership characteristics who will need to engage, inspire, and mentor assigned staff and other City employees. The ability to communicate messages and presentations skillfully and effectively to the media, elected officials, community partners, employees and staff, and other stakeholders in a clear and concise manner is critical to be successful in this position.
Education and Experience
Qualified candidates will have a Bachelor's Degree from an accredited college or university with major coursework in Public Administration, Business Administration, City Planning, Architecture, Building Construction, or a related field. They will also have seven (7) years of progressively responsible experience in building related codes administration activities, including four (4) years of administrative or supervisory responsibility.
The most highly qualified candidates for consideration will be selected based on a combination of education, career experience, and accomplishments that best fits the needs of the City of San Antonio.
Salary
The City of San Antonio is offering a competitive salary commensurate with experience. The City offers generous benefits and retirement including annual and personal leave, monthly car allowance, deferred compensation plans, relocation/moving expenses and participation in the Texas Municipal Retirement System (TMRS).

CITY GOVERNMENT
San Antonio has a Council-Manager form of government with a ten-member City Council. Council members are elected by District, while the Mayor is elected at-large. The term of office for the Mayor and all members of the City are two-year terms, for not more than four (4) full terms of office. The City Council appoints the City Manager, who appoints all officials in executive positions with the exception of the City Clerk, City Internal Auditor, Presiding Judge, and Municipal Judges.
The City of San Antonio has been recognized for its high level of professional management by the ICMA and National Civic League, amongst others. For ten consecutive years, the City has maintained a AAA bond rating. The Fiscal Year 2020 adopted operating budget is $2.9 billion with close to 13,000 employees across over 30 departments. The City Manager’s Executive Team consists of Department Directors, one Deputy City Manager, four Assistant City Managers, a Chief Financial Officer and a Chief of Staff.
