Job Description

The Mid-America Regional Council (MARC) is seeking a qualified individual to join the local government services team to support regional collaboration among cities and counties in the greater Kansas City metropolitan area. The Program Manager will support local government programs through duties including project management, stakeholder convening, event planning, grant writing, grant management, and policy analysis.  

About us 

MARC, the association of local governments and metropolitan planning organization for the bistate Kansas City region, promotes and supports cooperation on regional issues, including transportation, community development, environment, emergency services, aging and early learning. MARC has a reputation for innovation and excellence in delivering regional shared services such as the Kansas City Regional Purchasing Cooperative and the regional salary survey. The local government services division is growing shared services through efforts in information technology, human resources and sub-regional partnerships including CORE4, First Suburbs Coalition and Eastern Jackson County Shared Services Initiative.  

In 1996, the Government Training Institute (GTI) was established in response to interest from local government leaders who were striving to maintain and develop top talent within their organizations. The Program Manager will lead GTI in accomplishing its mission to enhance the quality of local government services through staff capacity building, training and organizational development. GTI strives to be the training provider of choice for local governments in the Greater Kansas City area by offering exceptional, relevant courses and programs that are designed for a public sector audience. GTI clients also include regional, state, federal, and non-profit partners. GTI provides customized training, consulting and facilitation services on a case-by-case basis in response to needs from community partners.  

Professional opportunity 

The Program Manager will be an integral part of the local government services team to execute services that offer the highest value to MARC member cities and counties. The successful candidate will have influence over specific job duties by working closely with the Program Director to identify the best application of the candidate’s skills and interests to support team objectives.  

GTI will be a primary focus of this position. GTI is currently updating its course offerings and service delivery model, including implementation of a new online learning management system (LMS). While the program has a great reputation and track record, the professional development needs of local governments are always changing, especially in an increasingly competitive job market. The position offers an exciting opportunity to work with stakeholders to innovate and find the optimal business model for GTI to ensure it continues to meet its high standards of effectiveness and customer satisfaction. 

In addition, this position will administer a federal grant for Economic Adjustment Assistance for Disaster Economic Recovery through the Economic Development Administration. This is time sensitive work to develop and implement regional economic resiliency strategies to support regional recovery from the economic impacts of the COVID-19 pandemic.

In this role you will: 

Support a wide range of local government services. Representative essential functions include:  

  • Exercise exceptional project management skills to ensure expectations are met for a wide range of programs and services that are delivered simultaneously.  
  • Develop relationships with contacts in public agencies to evaluate customer needs, determine course topics, update curricula and provide continuous improvement.  
  • Establish and monitor performance measures to evaluate the effectiveness of local government programs, courses, events and services.  
  • Oversee the selection and performance of vendors, instructors and consultants. 
  • Handle financial management duties including budgeting and forecasting to ensure programs are financially viable.  
  • Negotiate contracts with facilities and vendors for open enrollment seminars, customized trainings, and other MARC-sponsored events. 
  • Administer state, federal and private grants including applications, performance reporting and fiscal management.  
  • Act as a key leader on the local government services team and support other shared services and programs as needed.  

Preferred qualifications 

The following qualifications are preferred requirements for this role. An alternative combination of education and experience that aligns with the job description will be considered.    

  • Master’s level degree from an accredited college or university. 
  • A minimum of four years of experience in local government management, project management, adult education, event planning, or planning and development. 
  • Experience in working with local governments.

The pay range for this position is $64,812 to $81,000 depending upon qualifications. MARC offers an attractive team-oriented work environment along with a competitive fringe benefit package.
