Position Summary

This is specialized accounting work involving City wide financial operations. These responsibilities include purchasing and accounts payable, travel authorizations, payroll, and journal entries to the general ledger. This includes preparation of various financial internal and external reports and documents as needed. Work is usually performed in accordance with general instructions following accepted general accounting procedures, applicable laws, and City policies under the supervision of the Accounting Manager. Work is reviewed upon completion and requires a high level of accuracy.

Key Responsibilities

  • Serves as the accounts payable liaison for various City departments as assigned. Enters all requisitions and invoices into the City’s financial system, including entry of the alcohol and drug tax payments and preparation and submittal of the monthly City sales tax collected.
  • Ensures the accuracy of all assigned departments purchasing card transactions by coding and reviewing transactions for compliance with City policies and procedures and reporting issues to management.
  • Facilitates requisition entry, issues approved purchase orders, and monitors status of open purchase orders City wide.
  • Maintains vendor supplier relationships, including being the main contact for the City’s office supply vendor.
  • Provides customer service to outside vendors and internal departments regarding purchasing and requisitions.
  • Processes the bi-weekly payroll vendor payments such as retirement plans, child support payments, flex, United Way, etc.
  • Processes monthly pension payroll for the City’s defined benefit pension plan. Ensures payroll process conforms to City policies and procedures as well as all state and federal laws and regulations.  At year end, reconciles 1099R’s and processes other necessary year-end reports.
  • Trained as backup support for both the City’s payroll and accounts payable process, processing each several times a year to ensure coverage on a critical City process.
  • Processes all necessary invoices for the Public Market, confirming all rental payments are posted correctly. Monitors and notifies management of delinquent rental and lease payments.
  • Serves as Finance Department point of contact for public record requests. Facilitates the gathering and reporting fee calculation for the request.
  • Responsible for posting miscellaneous billing to general ledger. Verifies accuracy of all data prior to posting. Prints all miscellaneous bills. Assists departments with processing miscellaneous bills including appropriate general ledger coding.
  • Assists in the preparation of audit schedules and the annual financial report.


Minimum:  Bachelor’s degree in accounting or finance with previous internships or accounting clerk experience, or an associate’s degree in accounting or finance and three years’ of increasingly responsible accounting experience, including general accounting, accounts payable and governmental accounting, or any combination of education and experience that provides the requisite knowledge, skills and abilities to perform the essential functions of the position.

Desired: Bachelor’s degree in accounting or finance with previous governmental accounting experience with a growth mindset.

Compensation and Benefits

Hiring range is $21.17 to $25.76 per hour DOQ and directly related experience.
