Job Description

REPORTS TO: Economic Development Director
FLSA STATUS: Exempt - Professional
CLASSIFICATION: Personnel System - Requires satisfactory completion of a six month probationary period.
Purpose of Job
The purpose of this job is the management and coordination of site and land development to assist businesses wishing to locate or expand in Athens-Clarke County; the coordination, liaison, and process improvement for land development plans review, procedures, and programs of the Unified Government; and other related assigned duties.
Job Related Requirements
WORK SCHEDULE: Monday - Friday, 8:00 a.m. - 5:00 p.m.

Some weekend and evening work may be required.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.


Bachelor's degree in Business Administration, Public Administration, Construction Administration, Planning / Zoning, Real Estate, Landscape Architecture, or related discipline; with four years of local government planning / zoning, construction, contracting, economic development, real estate development, project management, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
Supervisory experience is preferred.



The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Works with developers, contractors, engineers, architects, businesses, and other agencies, including community groups, ACCGov department directors, the Manager's Office, and the Mayor & Commission to describe and explain the Unified Government's planning and development design requirements, technical codes, specifications, and development review and inspection processes, and to encourage development that maintains the integrity of the ordinances that are in place to ensure public safety.
Tracks strategic plan for the Department by creating and maintaining strategic and departmental plans in Clearpoint software as necessary.
Facilitates meetings or discussions focused on problem-solving, customer service, moving public/private site development and redevelopment projects forward, in collaboration with other ACCGov Departments involved in the development process, including Planning, Public Utilities, Transportation & Public Works, Building Inspections, and Fire Marshal, as well as development stakeholders
Proactively contacts applicants of site development projects during the visioning/plans review/permitting process to provide information and answer questions.
Acts as the Unified Government's liaison during construction, development and redevelopment efforts for significant redevelopment infrastructure improvements.
Assists with the Unified Government's participation in public forums and other means of community input related to development and redevelopment.
Attends plans review meetings regularly, and planning/zoning meetings as needed.
Coordinates and leads visioning meetings.
Proactively communicates with and serves as point of contact/liaison to both public and private sector stakeholders, including the real estate and development community, business owners, property owners, and entrepreneurs to explain the development process, increase community awareness of development services, provide construction project information, and promote good public relations; meets and provides information and makes presentations
Serves as lead staff person on corridor improvement efforts, (e.g., Atlanta Highway, Lexington Road, Prince Avenue), which may include the identification of the need for public infrastructure improvement, private business initiatives, and recruiting.
Assists with marketing and tracking state Opportunity Zones, Tax Allocation Districts (TADs) and activities.
Prepares reports for the Economic Development Director and team reflecting current activity and the state of business in Athens-Clarke County.
Maintains frequent communication with the Economic Development Director and team; maintains and nurtures a cooperative working relationship with all Unified Government departments.
Assists with special event planning, promotion, and marketing.
Coordinates and attends dinners, trade shows, and conferences.
Assists in preparation of informational publications and other media.
Prepares, composes and processes correspondence, memoranda, reports and forms from oral or written instructions; also edits proposals, reports, and correspondence.
Assists with purchasing and monitoring Departmental budget, utilizing financial software.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of public land development and public policy; construction practices and techniques; marketing and communication techniques; municipal ordinance interpretation; and development review.
Knowledge of ACCGov financial system and permitting, and licensing system.
Knowledge of the terminology used within the department.
Skill in written and oral communication, in the use and operation of a computer, software applications, and general office machines.
Skill in organizing work and dealing with the public and fostering internal/external relationships to encourage business friendly practices.
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively and proactively with supervisors and other staff members.
Ability to mediate and resolve conflicts.
Ability to use independent judgment in routine and non-routine situations and handle sensitive situations with tact and diplomacy.
Ability to handle required mathematical calculations.
Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
Ability to plan, organize, and/or prioritize daily assignments and work activities.
Ability to comprehend and apply the regulations and procedures of the department.
