The Bureau of Development Services is actively seeking a Technology and Continuous Improvement Division Manager to lead the Performance Management, Business Process Improvement, Bureau-Wide Projects, and Technology Services Teams. This position is a part of the bureau's Senior Leadership Team, reports directly to the Deputy Director and will be responsible for planning, organizing and managing the operation of the Technology and Continuous Improvement Division.
This position will be responsible for developing and improving division programs and practices and contribute to the development of the division's annual budget. This position will create and promote an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society. This position will apply cost containment strategies while ensuring that safety and loss prevention goals and objectives are met, customer service standards are maintained, and services are provided in an equitable manner.
As the Technology and Continuous Improvement Division Manager, you will:

  • build a culture of continuous improvement, through an ongoing series of business process improvement projects and utilization of technology to make our services and processes efficient, and accessible to all Portlanders.  
  • lead the technology-based work of the City at the Bureau of Development Services related to development review, permitting, inspections, and enforcement services in coordination with the Bureau of Technology Services and our partner bureaus.
  • anticipate changing trends, be responsible for the recommendation of new tools, and stay on top of upgrades to keep our technology current and highly functioning.
  • have an overarching goal of helping the bureau to meet city and community needs; while continuously improving our services and better meeting the needs of customers, all while being able to better track and report on our progress.
