EXPERIENCE AND EDUCATION
Graduation from a four-year college or university with specialization in political science, public administration, business administration, or closely related field, and one year of governmental administrative staff experience. Experience, education, and training must provide the knowledge, skills, and abilities listed below.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Municipal government operations and issues; City Manager-Council form of government; legislative processes and role of legislative committees; and interest groups and their roles in advocacy of federal, state, or local policies.
If assigned to Public Affairs: Knowledge of correct oral and written usage of English and a designated second language, including spelling, punctuation, and grammar; current principles, practices, strategies, techniques, and objectives in public, media, and community relations; various journalistic styles; marketing and public relations methods and presentation formats, including graphic design, print media layout, and social media; community organization techniques; and effective presentation practices and principles.
Ability to: Monitor county, state, and federal legislative programs; analyze and monitor pending or proposed legislation, assess its impact, and develop and write reports for management consideration; prepare legislative proposals, communicate effectively, both orally and in writing; and maintain effective working relationships with City staff, City Council, lobbyist, and other special groups.
If assigned to Public Affairs: Ability to speak, read, and write fluently in English and a second designated language, and translate between the two languages accurately; prepare public relations materials; use social media, photo editing, graphics, and related software; plan community events; manage social media presence and website content; prepare speeches; speak in public; communicate effectively in English and a second designated language, both orally and in writing, with tact and discretion; and operate modern office equipment.
Possession and retention of a valid California Class “C” Driver’s License is a condition of continued employment in this classification.
Must be willing and able to work evenings and weekends, as needed.
If assigned to Public Affairs: Must possess bilingual ability in English and Spanish, and/or English and Vietnamese.
Environmental Conditions: Work is generally performed in a standard office setting. Occasional travel to different sites is required.
Physical Conditions: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, twist, and walk; to lift and carry up to 20 pounds; push and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; and to utilize sight, hearing, speaking, reading, writing, and math ability to exchange information.
