Function: Monitors and evaluates the implementation, progress and accomplishment of City Council priorities and strategic alignment initiatives. Conducts research and analysis of policy options. Assists in the development of the City's Budget, Capital Improvement Plan and financial solutions for implementing strategic initiatives. Conducts operational productivity analyses to improve departmental efficiencies and effectiveness.
A few examples of work include:
Monitors strategic City Council and City Manager goals and initiatives and recommends actions, processes and approaches to achieve them.
Assists with evaluating and recommending financial solutions to address organizational challenges and further operational efficiency and effectiveness in pursuit of City's strategic objectives and organizational goals.
Assists with evaluating the financial and organizational impact of public policy options and recommends alternatives as necessary.
Assists with issue analysis and provides alternatives for decision making; recommends specific actions and assists in ensuring decisions are implemented throughout the City.
Evaluates departmental business plans and makes recommendations that improve efficiency and effectiveness of departmental and city-wide operations.
Researches and analyzes City policies, procedures, and structures and recommends ways that the organization can operate more efficiently and effectively based on analyses.
Researches and analyzes local economic data to support budget and policy decisions.
Assists in development of the City Budget and Capital Improvement Plan.
Graduation from an accredited college or university with a Bachelor's degree in Business Management, Business Administration, Public Administration, Finance or related field of study required. Minimum of two years' experience in budgeting, research, and analytical report preparation and presentation or related field. Municipal experience preferred. An acceptable combination of experience and education may be considered in lieu of the specific requirements above.
Knowledge of budgeting, program analysis and financial concepts; knowledge and skill in use of personal computers and software applications to include the Microsoft Office for Windows environment. Requires the ability to work collaboratively with a diverse customer base. Requires the ability to deliver effective solutions with excellent customer service while maintaining high levels of accuracy and efficiency. Ability to communicate effectively both orally and in writing; ability to establish and maintain harmonious working relations with co-workers and a variety of internal and external customers; ability to foster effective public relations and work effectively with diverse groups.
Must possess a valid driver's license and possess and maintain a satisfactory driving record based on the City's criteria. A criminal background check related to this position is required prior to any offer of employment or promotion.
