Job Description

The City of Gresham is seeking candidates for a Diversity, Equity and Inclusion Manager.  This exciting new position results from the recent resolution passed by Gresham City Council.  To read this resolution and the City's efforts regarding diversity, equity and inclusion, visit:  https://greshamoregon.gov/DEI/

What you will get to do:

  • Plan, organize, manage, and administer diversity, equity, and inclusion (DEI) functions and activities; develop and implement program and strategic DEI planning; implement and assist in the development of DEI policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes and advance workplace equity; recommend and establish administrative controls and improvements; lead and/or coordinate equity analyses and develop procedures to implement new and/or changing regulatory requirements.
  • Collaborate with staff to design, develop, and implement Citywide training and DEI education programs; promote cultural understanding, competency, racial equity, and inclusion; coordinate and conduct coaching, consultations, workshops, and training; design, develop, and prepare training materials. 
  • Establish work in partnership with City Executive Leadership and Human Resources; identify resources and provide coaching and guidance on strategies to address workplace conflict; coach and support staff to be innovative and adaptive in providing culturally competent programs and services; advise management on community challenges, positions, and concerns; prepare and present reports for use in evaluation and program development; respond to requests for DEI-related information.
  • Assist in monitoring the program budget; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts.
  • Provide expert guidance to other departments, staff, the general public, and/or outside agencies; represent the City to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as a representative on equity committees, interagency task forces, intergovernmental associations, and special projects to prepare and promote equity policy development and implementation; respond to and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
  • May plan, prioritize, assign, supervise, and review the work of a diverse workforce; may develop and revise work processes; may establish work schedules; may provide and/or coordinate staff training; may manage performance and work with staff to correct deficiencies; may monitor work performed to meet agreed upon goals and objectives; may select, direct, and manage the work of consultants.

  • An equity minded individual who calls attention to patterns of inequity within the organization and community, takes responsibility for impact of their organization and will critically assess current practices.  This person must be race-conscious and aware of the social and historical context of exclusionary practices.
  • An adaptive nature to modify approaches and remain flexible to change.
  • Someone who will immerse themselves into learning and understanding the unique culture of Gresham and use that knowledge to influence their work.
  • A continuous and curious learner who thrives on acquiring DEI knowledge and incorporating it into processes.

Work Location:

Due to COVID-19, many positions with the City of Gresham are working remotely. The future of this position may involve a hybrid approach, however, it will be necessary for the selected candidate to be available to interact with the Gresham Community and various stakeholders to effectively perform job duties.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree 
  • Three (3) to six (6) years of DEI experience to include: 
    • inclusion of under-represented individuals and/or groups;  
    • collaborating and communicating cross-culturally with Black, Indigenous, People of Color, refugees, immigrants, those with disabilities, and/or those experiencing poverty; 
    • applying principals of eliminating racism, discrimination, and systemic White supremacy
    • understanding of racial, disability, equity and inclusion issues 
    •  establishing/maintaining effective working relationships with internal and external stakeholders
