Job Description

The City of Takoma Park is seeking an experienced Human Resources Generalist to provide high level support to assigned HR functions, programs, and activities for over 200 full- and part-time employees. This is a highly demanding position within a small department. The incumbent will use their expertise to drive change in policy development, benefits administration, compliance, performance management, or other areas, and may also assist with day to day operations of HR functions.  Positive and welcoming interpersonal and communication skills are essential. This is a great opportunity for those who enjoy a career in all facets of HR and thinks big picture strategy and change management.  It is currently set for a limited term position, through December 2024, but may be approved as a permanent position.

Typical Duties:

  • Participating and assisting with developing department goals, objectives and systems; assisting in evaluation of reports, decisions and results of department in relation to established goals. Recommending new approaches, policies and procedures to continually improve efficiency of the department and services performed;
  • Administering employee benefits, including employee enrollment, termination and changes; reconciles invoices; providing information to employees; submitting disability claims; executing open enrollment sessions and processing changes;
  • Administering the City’s performance management processes, including tracking the status of performance evaluations, following up with supervisors as necessary, running reports, analyzing performance data;
  • Administering compliance with the Family Medical Leave Act; processing paperwork, tracking leave, sending notifications, and ensuring compliance with regulations;
  • Administering compliance with Workers’ Compensation programs; tracking paperwork, leave, progress reports, and following up on employee return to work status;
  • Partnering with the Finance department to support payroll processing and audits;
  • Assisting in change to global HRIS system and migration to paperless document management system;
  • Helping ensure that personnel files are maintained in good order and in compliance with federal, state and local laws; maintaining the employee database and employee records, including those related to new hires, terminations, and salary or status changes; tracking data in spreadsheets;
  • Performing duties of other day to day HR life cycle functions. 

Minimum Qualifications:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Human Resources or relevant field;
  • Three to four years of progressively responsible Human Resources experience; or,
  • Any combination of education, training and experience which provide the required knowledge, skills, and abilities to perform the essential functions of the job;
  • High level organizational skills;
  • Strong critical thinking and problem-solving skills;
  • Ability to provide sound recommendations to employees and management;
  • Ability to maintain confidentiality.

The hourly wage for this position is expected to be between $28.05 and $33.04 and will be offered at a level consistent with the experience and qualifications of the candidate.
