What’s the Role?

We’re looking for an analytical, energetic, and highly skilled finance professional to take on the role of Budget Manager (this is a working title for the Principal Financial Analyst position). You will join a fast-paced and collaborative team environment, independently performing the most complex professional and analytical duties in providing staff assistance to department heads or other management personnel within the Finance and Administrative Services Department (FASD). In this role, you will be responsible for coordinating Citywide budgeting, revenue forecasting, and maintaining the budget modules in the City’s financial system; conducting special studies; conducting surveys and research assignments in a variety of administrative and operational procedures and topics often with Citywide and/or major financial impact; preparing effective written reports; and presenting recommendations to senior management, boards, commissions, community groups, and the City Council.  This position may exercise direct and indirect supervision of assigned clerical, technical, professional, or other management personnel as well as builds relationships throughout the organization. The Essentials

  • Four years of increasingly responsible financial administrative and analytical experience related to Citywide budgeting, revenue forecasting, or special analytical projects.
  • Bachelor’s degree from an accredited college or university in public administration, business administration, economics or a closely related field.
  • Possession of, or ability to obtain, a valid California Driver License.

Bonus Points

  • Directly-related budgeting, forecasting, and Citywide budget coordination experience within a public sector agency.
  • A master’s degree in business or public administration, or certified public accountant.

What You’ll Do

  • Manage and coordinate the development of the Citywide annual budget, budget systems management, revenue forecasting, and budget analysis and implementation.
  • Update and prepare complex Excel spreadsheets and reconcile data for accuracy.
  • Conduct special studies, such as a fee study.
  • Provide complex research, development, data analysis and implementation of City policies, programs, procedures and special projects.
  • Work with staff from all departments to provide information and assist with financial data and analysis.
  • Write and present comprehensive, concise, and clear reports, memos, and other communications.
  • Recommend the appointment of personnel; provide or coordinate staff training and development; work with employees to provide coaching and address skill building needs and performance issues.
