Job Description

Performs skilled professional work including establishment, coordination, and oversight of Guilford County’s American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Fund (SLFRF) implementation. General duties include all facets of program management in accordance with federal requirements to ensure compliance with spending parameters, monitoring, and accurate reporting. This position will also be responsible for supervising the work of professional staff and administration and support for related programs and initiatives, either directly or in collaboration with other County departments and possible community stakeholder groups.  This is a grant funded, benefit-eligible position.  The anticipated end date is December 31, 2024, but the end date may be extended through December 31, 2026 based on program implementation, evaluation, and reporting needs.  

The Manager will conduct various forms of research, community outreach and other forms of networking activities to develop strategic relationships and transformational programs that leverage SLFRF funds for purposes of economic recovery. This position may be required to represent the County in various venues involving excellent communication and presentation skills. Support of the County’s administrative functions and related special projects may also be required. It is anticipated that projects will primarily be related to addressing community disparities which might involve issues related to housing, transportation, health, and/or employment.

The Program and Fiscal Recovery Manager coordinates and expedites projects, works directly with local government contacts and other professional service providers.  The position will develop and maintain FAQs and track stakeholder/funded agency requests and questions in a searchable database. The position will also answer queries about eligible projects and other available funds, as well as help grant recipients with monthly reporting, including reviewing and appropriately categorizing expenditures and supporting accurate and timely reporting.
