Job Description

The Portage Community Development Department is seeking an experienced leader for the Deputy Director of Planning and Development.

This position is responsible for managing a diverse portfolio of planning and development programs and leading a talented multidisciplinary team of planners, zoning and housing staff. The incumbent will lead strategic planning initiatives including the Comprehensive Plan Update, Zoning Code Update, Lake Center District Plan, and facilitation of development activities that articulate the vision of the City of Portage and its residents. They will manage complex development projects and economic incentives, including but not limited to brownfield redevelopment and industrial tax abatements in order to facilitate new business locations, existing business expansion and promote innovative redevelopment. Additionally, they will oversee activities involving the Planning Commission, Zoning Board of Appeals, and other boards or commissions as necessary. Responsibilities include the supervision of 4-6 employees, and the development of annual work plans and budgets.

The ideal candidate will have municipal experience in urban planning, land use, development, housing and/or community development, in addition to knowledge of planning and development principles and practices, code administration, and ordinance development/enforcement. They should be a forward-thinking leader with a genuine interest in community engagement. This individual must be politically astute with proven experience in planning and development, and maintaining a broad spectrum of partnerships internally, as well as with local stakeholders and the development community. The ideal candidate must have the capacity and interest to be an effective mentor and leader for staff. Strong collaboration and team building skills will be necessary for this individual; advanced public presentation skills, written and oral communication skills are imperative.

Requirements include a Bachelor’s degree or equivalent from a four-year college or university with major course work in urban planning, real estate development, economic development, public administration, or other related fields.  A Master’s degree is preferred. 5-10 years of professional planning experience with a knowledge of principles, practices and methods of city planning. Prior supervisory experience is required.
