Job Description

The Public Works Department is looking for a Utility Manager to lead the Utilities Division. This position is one of several managers within the Public Works Department and directly oversees the operations, maintenance, and construction of the drinking water and sanitary and sewer conveyance system. We are looking for an experienced, senior-level manager to work with a dedicated team in providing core services in our growing community.

EXAMPLES OF DUTIES:

In the next few years, this position will play an integral role within the department by: (This only describes a few of the interesting projects that this position would play a major role in as a department manager within the city.)

  • Helping to implement the city’s strategic plan related to resiliency, especially for core services vital to the community; 
  • Developing and implementing new water supply strategies through the city’s partners in water supply and water utility service; 
  • Implementing asset management practices and procedures related to utility assets, staff, and equipment while improving this process within the department; 
  • Providing lead Water Operation Division support in the Engineering Divisions implementation of the recently adopted Water System  Plan..    


 Other duties: 

  • The person selected will plan, organize, and oversee day-to-day activities and review the work of professional, technical, and admirative staff performing support work related to assigned programs and activities of the Utilities Division.  
  • Work closely with other Public Works Department managers to help facilitate the efficient delivery of services. 
  • Represent the City at various regional agencies and act as a liaison to multiple boards and agencies. 
  • Coordinate with the Community Development Department and the Engineering Division to review proposed private developments and ensure an efficient transition of infrastructure under operations and maintenance purview. 
  • Use their communication skills to discuss and solve technical topics with citizens, city council, committees, and non-engineering staff. 

 

MINIMUM QUALIFICATIONS:

Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:
 

  • A Bachelor's degree from an accredited college or university with major coursework in civil engineering, construction management, water or wastewater management, business or public administration, or a related field; AND,
  • Five (5) years' of increasingly responsible experience in public utility system maintenance, construction, and operations or a related public works area; INCLUDING,
  • Three (3) years of supervisory, management, and/or program administration experience. 


Preferred Qualifications: 
Level II or higher Water Treatment Certification with Filtration Endorsement from the State of Oregon is preferred

 Schedule: This position is 40 hours per week (Monday-Friday) The hours are flexible between working hours of 7-6 p.m.

Compensation:
The monthly salary range for this position is $7,619.55 - $9,962,60 per month. The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the City’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $9,216.97 per month.
