The City of Lenexa Community Development department is now accepting applications for a Planning and Development Manager to join our team. Position Summary

This position provides direct supervision for all activities in the Planning and Development Services Division of the Community Development Department including directing the completion of work related to both current and long-range planning activities. Duties include overseeing the development review process as well as special or long-term projects.  This position works closely with the Planning Commission and Board of Zoning Appeals, as well as having regular interaction with the Governing Body. Position supervises several professional and technical personnel while ensuring close cooperation with other divisions within the Community Development Department. 

Key Responsibilities

  • Responds to inquiries from the public and other departments regarding zoning, ordinances, and codes related to the regulation of development in the city, long-range planning, and other planning-related activities including explaining the rationale and reasoning behind local land use regulations, state planning law, and policies of the comprehensive plan.
  • Responsible for leading the maintenance and updating of the Unified Development Code and other development-related regulations, including the official zoning map, including initiating amendments to the Unified Development Code and related regulations, as appropriate.
  • Oversees and directs the administrative procedures of the Planning and Development Services Division, including directing the workloads, organizing training for, and supervising the activities of reporting staff.
  • Oversees and directs the development review and approval process, including coordinating pre-application meetings and staff assistance, staff review, preparation of meeting agendas and public notices, preparation of staff reports for Planning Commission and Board of Zoning Appeals items to ensure conformity with the adopted rules and regulations of the Unified Development Code. Responsible for making recommendations to the various boards as part of the preparation and presentation of staff reports. Drives to development sites for meetings and/or to perform inspections.
  • Oversees and directs the preparation, distribution, and presentation of staff reports to the Planning Commission, Board of Zoning Appeals, and Governing Body including technical memorandums that provide both fact-finding and analysis of alternatives.
  • Oversees and directs the initiating and updating of long-range planning activities including the incorporation of new regulations, amendments to the Unified Development Code, development of sub-area or corridor studies, updates to the Comprehensive Plan, and other physical, social, or economic development studies.
  • Coordinates with other City staff and lead teams engaged in analyzing problems, brainstorming ideas, and drafting a solution including engaging in inter-departmental special studies, specific projects, or research.
  • Serves as staff representative from the Community Development Department for both internal committees where current or long-range planning issues are discussed, or assistance is required and regional committees related to current and long-range planning or groups requiring planning-related involvement.
  • Supervises subordinate staff. Develops, or updates, job descriptions for staff members of the Planning and Development Services Division.  Performs performance evaluations of reporting staff on a regular schedule to guide and encourage staff development.  Oversees the hiring of Planning and Development Services staff, including conducting the review of applications, leading the interviewing and job offer process.

Qualifications

Minimum:  Master’s degree in urban planning, engineering, architecture, landscape architecture, geography, or related field, six years of experience in the planning profession, three years of supervisory experience, or equivalent experience, education, or training. Must maintain a valid drivers’ license.

Desired: Working knowledge and thorough understanding of the general operational characteristics, services, practices, and activities of a local city government and a comprehensive Community Development/ Planning Department.

Compensation and Benefits

Hiring salary range is $84,195 to $102,930 DOQ and directly related experience.
