Position Summary

The City of Eugene City Manager's Office is seeking a dynamic, collaborative, and community minded person to lead the Office of Human Rights and Neighborhood Involvement (HRNI). The HRNI team is a fast-paced and high-functioning work group dedicated to community engagement, equity and transparency. This team develops meaningful relationships with the  community in an ongoing effort to build a safe, welcoming and inclusive community. The office provides staff support to the 23 recognized neighborhood associations of Eugene, as well as staff support to the Human Rights Commission, which advises the City Council on issues of human rights, accessibility, community education and outreach.

Key Duties

  • Responsible for managing and coordinating the projects, programs, and staff work plans within the Office of Human Rights and Neighborhood Involvement.
  • Formulates and implements operating policy (as well as collaborates with city staff on the development of processes and policies) to facilitate human rights, equity, and community engagement functions throughout the city organization.
  • Interprets and provides advice regarding City policies and procedures to Executive Managers, Division Managers and supervisors; recommends solutions to political sensitive situations; interprets complex policies and situations, evaluates and grants exceptions to policies and procedures.
  • Recommends changes in structure, policies, procedures, and methods in the Human Rights and Neighborhood Involvement program area including equity and community engagement processes and practices; proposes strategies for implementing changes; oversees implementation of changes.
  • Responsible for the selection, supervision and evaluation of program staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Ensures implementation of and adherence to the City's diversity work plans. Coordinates the implementation of effective processes and models to produce diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
  • Develops program goals, objectives, policies and budget proposals; consults with managers and supervisors to identify and develop program goals.
