Annual Pay Range:  $58,271.30 - $78,666.69

Hourly Pay Range:   $28.015047 - $37.820522

In addition to the base salary, Clackamas County contributes to member's pension share account as well as picks up the 6% contribution to the Individual Account Program (IAP)

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Employee will be eligible for benefits first of the month following their hire date.

The Clackamas County Department of Human Resources (HR) is looking for a highly motivated, detail-oriented candidate to join the HR team as a HR Specialist. We are seeking an individual with excellent analytical and communication skills, a strong commitment to customer service and working in a team environment. 

The Department of HR provides County-wide human resources services to County departments and employees, including employee recruitment and selection, personnel ordinance and policy administration, position classification and compensation, organizational development, employee training and development, benefits administration, risk management, workers compensation, liability and casualty claims management, human resources information systems, labor and employee relations and collective bargaining to over 2,400 employees, both represented and non-represented.

The HR Specialist will be part of the Workforce Data Management (WDM) team. The purpose of the WDM program is to provide systems management, reports, analytics, and education services to Human Resources, County departments and employees so they can understand and use HR systems and data to make informed decisions and achieve their strategic results.

This position will perform duties such as completing routine professional assignments in human resources administration and business systems, compiling data and preparing reports, providing support to customers regarding business processes and recommending solutions using HRIS software, monitor and respond to customer needs related to human resource software, act as a liaison between HR staff and department staff in resolving technical and business process issues. Around half of this positions time will be focused on data entry, data integrity, and ensuring compliance. 

The HR Specialist performs a variety of professional and technical human resources duties. This position will work across business lines to provide guidance and support on HRIS inquires and solutions including advising users how to troubleshoot system issues. .

This position requires great attention to detail, strong data administration and analytical skills, the ability to meet strict deadlines and the ability to communicate information in a clear and comprehensive manner to a variety of audiences such as employees, applicants, co-workers and managers. We are looking for an individual who has the ability to prioritize assignments and balance the demands of multiple projects while maintaining quality and consistency across all work.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of Three (3) years relevant HR functional and technical support experience in one or more Human Resources functional areas that would likely provide the required knowledge and skills to perform the responsibilities of the position
  • At least one (1) year of experience processing human resources and/or personnel data
  • Working knowledge of, and the ability to interpret and explain human resources laws, regulations and practices
  • Ability to communicate effectively, both orally and in writing, with a variety of individuals
  • Knowledge of Microsoft Office Suite (Outlook, Word, Excel)
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

  • Three (3) years of experience working in a Human Resource Information System (HRIS), including data entry and creation, maintenance, retrieval and reporting
  • Proficiency with Microsoft Word and Excel
  • Experience in working with customers (employees & applicants) to assist them with system issues and questions
  • Experience delivering a variety of training programs to adult learners
  • Experience working in a union environment
  • Experience interpreting contracts and/or collective bargaining agreements
  • PeopleSoft functional experience that may include PeopleSoft 9.2 HCM experience
  • Experience with PeopleSoft Query Tool and/or SQL

Duties Include, but not limited to the following:

  • Receives, enters and processes Personnel Action (PA) forms and other documents into HRIS to include, but not limited to, regular, temporary and contract new hires, reclassifications, temporary out of class, disciplinary, termination of contract and other complex transactions
  • Analyzes for accuracy and compliance with County Personnel Ordinance, Employment Policy and Practices (EPPs) and Collective Bargaining Agreements (CBAs)
  • Corrects and/or redacts information as needed; requests additional information and/or supporting documentation from County departments
  • Diagnose, research and resolve issues in order to complete the business transactions
  • Create, modify, and runs reports, researches and analyzes employee data
  • Audit HR business process transactions to assure a high degree of accuracy.
  • Provide first level technical support to HR, employees, managers, department representatives, and applicants (PeopleSoft, Employee Self-Service, Manager Self-Service, and other HR systems). Troubleshoot and resolve system related issues, provide training, escalate to WDM Analysts to coordinate resolutions with TS
  • Using County HRIS system query tool, develop and compile statistical information and reports to support Human Resources staff and County departments; researches, compiles and analyzes data and prepares data for manager review.
  • Enters grievance and discipline data
  • Processes complex new hire transactions, including form updates as necessary and auditing for pre-employment and salary compliance
  • Receives Job Opening (JO) Request forms and related documents; reviews for accuracy and creates JO in HRIS
  • Communicates with Class and Compensation (C&C) and Budget to ensure accurate, updated position/classification information
  • Communicates with the Recruitment Team on any needed follow up with department and/or budget on various missing or conflicting data, obtains approval and assigns JO
  • Communicates and collaborates with Employee and Labor Relations (ELR) on processing transactions where there may be a conflict with a County practice or policy.   
  • Assists the Recruitment Team with maintaining, tracking, updating various recruitment documents and processes.
  • Assists in preparing, coordinating, communicating, and presenting software, policy and employee trainings and other structured trainings and development programs
  • Maintain pay plan and salary administration data
  • Other duties as assigned



Working knowledge of: Principles and practices of human resources administration in assigned functional area: recruitment, selection, workforce data management, including proficiency using a human resource information system (HRIS); applicable Federal, State and local human resources laws, rules, regulations, codes and ordinances; methods and techniques of research and analysis; basic math.

Some knowledge of: Principles and practices of public administration; methods and techniques of statistical research and analysis; County government organization and operations.

Skill to: Collect, compile and analyze information and data; enter variety of information into data bases; prepare clear and concise reports; perform accurate math calculations; conduct effective personal and panel interviews; present ideas and recommendations effectively; communicate effectively, both orally and in writing; establish and maintain effective working relationships with County employees, job applicants, union officials and the public; interpret and explain human resources laws and procedures to County employees and the public; operate computer keyboard; develop spreadsheets and reports using MS Office Excel and Word.


This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off!).  Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The Department of Human Resources is in a hybrid telework environment and it would be expected that the selected candidate would have some in-person presence.
