Job Description

DESCRIPTION OF WORK

Plans, organizes, and directs the overall operation of the Planning Department and Economic Development Department, including budget preparation and administration as well as building department reviews on behalf of the Town; serves as a staff advisor on committees and boards; acts as Town liaison with developers, property owners, businesses and the public; is responsible for zoning enforcement and coordination with other Town enforcement functions; is responsible for current and long-range planning projects and business retention expansion and attraction efforts; performs related work as required. The Planning Director sits on the leadership team and works collaborative with the Town engineering firm and Public Works on various projects.  

 

SUPERVISION RECEIVED

Works under the direction of the Town Manager, who reviews work for conformance with policy.

 

SUPERVISION EXERCISED:

Directs the activity of the Senior Planner Firm and Special Projects Contractors. 

 

ESSENTIAL PLANNING JOB FUNCTIONS:

The Town of Hayden retains the right to modify or change the duties or essential functions of the job at any time.

  • Assumes full management responsibilities for the Planning Department’s services and activities; oversees and participates in the development of policies and procedures; oversees and facilities the development and implementation of goals, objectives, of direct reports.
  • To ensure Community Development Director has the time to focus on the sustainable growth and planning of the community, the Town will be hiring a planning firm to provide the processing of planning submittals beyond two applications for the Director.
  • Serves as technical and professional advisor to the Town Council, Planning Commission and other commissions and committees, as assigned by the Town Manager, regarding matters pertaining to planning and zoning.
  • Supervises and/or evaluates land use proposals to ensure compliance with the law including pre-application meetings, application completeness reviews, major and minor development plans, and staff reports/recommendations as necessary.
  • Supervises the Hayden Municipal Housing Authority, the housing development plans supported within the Master Plan and soon to be completed housing needs assessment.
  • Reviews and makes recommendations regarding workforce housing in Hayden to support economic vitality.
  • In partnership with Routt County Regional Building Department, collaborates, coordinates and oversees various building activities to include plan review, building permit issuance, inspections, and Certificates of Occupancy.
  • Advises Town residents, business owners, consultants, developers and others regarding Town standards and regulations.
  • Directs and participates in the preparation of planning studies including the analysis, review and presentation of narrative and statistical findings and recommendations.
  • Oversees and performs analyses and makes recommendations for modification of all development codes and guidelines.
  • Oversees implementation of the Town’s Hayden Forward Master Plan.
  • Oversees approved development permits, sign permits, building permits, subdivision plats, and minor land development proposals within scope of authority and responsibility. Incorporates sustainability, resiliency, and hazard mitigation in the planning and review of development applications.  
  • Coordinates and contributes to Town hazard mitigation planning efforts, including wildfire, flood, geologic, and any other hazard protection plans through long term planning and development planning.
  • Ensures critical reference materials are maintained such as use, zoning, open space, historic district, and street maps.
  • Oversees and documents all employee and/or self-site visits of all project improvement plans and new development to ensure they are in compliance including Historical Preservation projects.
  • Oversees the development and licensure programs for the marijuana businesses to ensure in compliance with state and local guidelines.
  • Provides research and direction for upgrading and maintaining Hayden’s capital assets and infrastructure.

ESSENTIAL ECONOMIC DEVELOPMENT DUTIES AND RESPONSIBILITIES

Routt County Economic Development Council (RCEDC)

  • Represents the Town of Hayden on the Routt County Economic Development Council.
  • Works directly with RCEDC to implement the Town of Hayden economic development plans as adopted by the Town Council.
  • Facilitates the development, implementation and measurement of marketing efforts directed by the RCEDE on behalf of the Town of Hayden.
  • Facilitates the approval process for tactics and creative executions working with RCEDC.
  • Develops and monitors evaluation measures for marketing tactics. Offers strategic direction for change if measurement falls short of expectations.
  • Leads the development and management of vendor, supplier and agency efforts to execute the marketing campaign.
  • Conducts a vendor evaluation/RFP process for the RCEDC as needed.

Hayden Economic Development Commission (HEDC)

Directs the activities of HEDC and supervises staff in order to:

  • Manages the Hayden business retention expansion and attraction program along with the HEDC that will enhance and contribute to Hayden’s brand and economic vitality.
  • Manages the marketing efforts for the Town of Hayden as laid out in the marketing strategic plan.
  • Encourages a business and social culture within the Town of Hayden that welcomes business and social cultural mixes.
  • Advocates for the development and improvement of venues, facilities and infrastructure to support business retention special events within the Town of Hayden.
  • Updates the marketing tools for the Town that will also serve as an informational guide for residents and businesses.
  • Establishes biannual joint meetings with the HEDC and Town Council and continues to work cooperatively to align the marketing and economic plans.
  • Communicates out accurate and complete information with regard to the calendar of events and happenings with the Town.
  • Develops critical success measurements for economic programs relative to increased economic vitality, increased sales and lodging tax, impact from direct event spending and contribution to Hayden’s sense of community.
  • Develops an annual budget and work plan as needed.
  • Provides feedback on master plans and redevelopment efforts.
  • Monitors Town of Hayden sales tax and lodging occupancy and revenue reports and provides insight.
  • Reviews and makes recommendations regarding workforce/attainable housing in Hayden to support economic vitality.

Other relevant duties as assigned

  • Attends and reports at appropriate Hayden Town Council meetings.
  • Serve the citizens and guests of the Town of Hayden by abiding by all Town of Hayden core values.
  • Performs job in accordance with all Town of Hayden safety practices.
  • Participates in weekly Director Staff meetings.
  • Schedules weekly update meeting with Town Manager.
  • Manages the budget for the Economic Development Department.
  • Leads the development and integration of key messages for the Town of Hayden through these boards and councils, in marketing and communications efforts as well as internally.

WORKING RELATIONSHIPS:

  • Contributes to appropriate Town of Hayden working groups as needed to bring an economic lens to the discussions. Groups may include Loading and Delivery, Construction Mitigation, Hayden Housing Authority, Sustainable Destination Certifications, and Community Development.
  • Works with Town of Hayden staff in all departments to foster relationships with local businesses for the purpose of booking lodging, making restaurant reservations and purchasing inventory for the Town of Hayden gift bags for visiting groups.
  • Internally works with all department heads (executive committee), Town Council, Town Attorney, and department staff on projects as needed.
  • Externally works with independent contractors, event promoters, local businesses, community members, and boards and commissions.

QUALIFICATIONS:

   Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of planning and zoning.
  • Knowledge of regulations and laws affecting planning, development, subdivisions, and zoning; familiarity with principles of economics, statistics, and land use; knowledge of regulations and procedures regarding environmental issues.
  • Employee must have the ability to get along with co-workers and interact with the public.
  • Employee must have the ability to drive a vehicle.
  • Knowledge of the principles of community engagement.
  • Knowledge of general business retention expansion and attraction efforts.

Experience, Education, and Training

  • Any combination of education and experience equivalent to a Bachelor’s degree in urban planning, urban design, geography, economic development, natural resource planning, landscape architecture, community development, or a related field.
  • Five years of progressively responsible work in the field of public planning in a growing, comparable community. Private sector development work can also count towards the public planning years of experience. Strong desire for work experience including capital asset management, capital project management, grant writing, economic development, and affordable/attainable housing.
  • Affordable and attainable housing development experience preferred.
  • Master's degree is highly desirable.
  • Possession of a valid Colorado driver license or ability to obtain within sixty days of hire
  • Certification from the American Institute of Certified Planners (AICP) within one year of hire.

  • Ability to apply complex thinking to a wide range of intellectual and practical problems and to deal with difficult concepts or situations.
