Job Description

Essential Functions

  • Serves as direct administrative support staff for City Manager and Assistant City Manager; drafts letters and presentations, manages internal administrative processes, processes a variety of records including payroll, travel requests, purchase orders and invoices.
  • Assists City Manager with City Council strategic plan initiatives and takes on special projects, as assigned.
  • Serves as initial point of customer service, by phone, e-mail or in person, for the Mayor, City Council, City Manager and the Assistant City Manager, responds to and resolves inquiries, requests, and complaints, or refers to appropriate staff member for resolution; performs research and follow-up as required.
  • Contributes and provides analysis of financial matters related to the City budget, participates on the budget review team, and monitors account expenses for multiple divisions throughout the year.
  • Serves as ADA Coordinator, obtains related certification, and prepares reports and plans as required by law or the City Manager.
  • Monitors state and federal legislation, provides information to department heads and helps determine the impact of such legislation to the to the City.
  • Serves as the City’s representative with  various  regional  and  state agencies and organizations, building positive and important relationships that benefit the City of Iowa City and its ability to serve the greater community.
  • Hires and supervises the City Manager’s Office Intern.
  • Serves as Hearing Officer for a variety of appeals processes.

 Candidate Requirements

Bachelor’s degree in public administration, political science, business administration or related field required. Three years’ experience minimum in municipal government administration required or equivalent combination of education and experience. Must pass a background check. Advanced degree in public administration, urban planning, business administration or related field from an accredited educational institution preferred.

 Candidate should have a combination of knowledge, skills, and abilities that foster effective written and interpersonal communication, a foundational understanding of basic management, public administration and public finance principles, and display enthusiasm for public service.

 Compensation and Benefits

  • Salary: Starting salary to be negotiated. Position range of $81,952.00-127,330.60.
  • Medical Insurance: Employees contribute $65 per month for single coverage and $105 per month for family coverage, subject to annual adjustments.
  • Dental Insurance: The City provides dental insurance for employees through Delta Employees have the option of purchasing family dental coverage.
  • Vision: The City makes available an optional vision plan for employees and family through Delta Vision. Coverage is paid fully by the employee.
  • Section 125 Plan: The City offers premium conversion and medical spending account, and dependent care spending accounts through a pre-tax Section 125 plan.
  • Life: The City provides life insurance coverage in an amount equal to annual salary.
  • Supplemental Life: Employees may purchase supplemental life insurance for themselves and their dependents.
  • Sick: City employees accrue sick leave at the rate of one day per month, up to a total of 1440 hours.
  • Vacation: City employees accrue vacation at a rate of one day per month for the first five years of employment. Accrual rates increase every five years.
  • Paid Family Leave: Eligible employees may receive up to four weeks of 70% paid leave per year for qualifying events with the option to supplement to 100% of pay.
  • City employees receive 11 holidays and one personal day each year.
  • Longevity Pay: Longevity pay of $325 annually is paid following five years of service. Longevity pay increases in five-year increments. 
  • Deferred Compensation: Employees may voluntarily join a deferred compensation program which includes a post-tax Roth IRA option administered by the City.
  • Pension Plan: Iowa Public Employees’ Retirement System (IPERS).
