Under the direction and supervision of the City Manager, and as a key member of the City's Management Team, the Finance Administrator plans, directs, and oversees the operations of the Finance Department. The Finance Administrator actively collaborates with colleagues to establish the City's strategic direction and financial operations. In addition to the financial responsibilities, the Administrator is responsible for leading Human Resources functions and oversees Municipal Court operations. The Finance Administrator provides ongoing leadership to three direct reports, including the Office Administrator for Finance, the Office Administrator for Courts, and the Assistant to the City Manager.
The position is responsible for preparing and administering the budget and completing the annual financial statements, including monthly analysis and reporting. The Finance Administrator works closely with external auditors and ensures the City's budget, accounting systems, and reports comply with all standards and requirements. The Finance Administrator directs fixed asset accounting for the City, maintains up-to-date accounting of account balances, establishes, and maintains internal control procedures, oversees ledger and account reconciliations, and determines depreciation rates.
The Administrator oversees and at times performs a variety of accounting and bookkeeping tasks, including but not limited to accounts payable, accounts receivable, payroll, bank account reconciliation, assessments, account reconciliation, deposits, and month-end general ledger balancing. The Administrator participates in labor relations activities and serves as a standing member of the City's negotiating team. The Finance Administrator develops the annual Urban Renewal Area work plan and budget. They lead the planning and implementation of urban renewal capital improvement and redevelopment projects.

Five (5) years of practical financial management experience including budget expertise is required. Prior experience with urban renewal, municipal court, and/or human resources is desired. Having previously held a management position with a public entity is preferred. A bachelor's degree in finance, accounting or related field is preferred and holding a master’s degree may substitute for experience. A Certified Public Accountant (CPA) designation is desirable. Any satisfactory equivalent combination of education and experience which demonstrates the knowledge, skills, and ability to perform the above-described duties will be considered.
The salary range for the Financial Administrator is $97,896 – $124,956 and will depend on the qualifications of the successful candidate. The City provides an excellent and comprehensive benefits package.
