The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Water Quality Regional Manager (Principal Executive/Manager E) in Bend, Pendleton, or The Dalles, Oregon. (The finalist may choose their work location)

DEQ has a centralized policy and planning office and regional offices around the state to accomplish its mission. There are three regions (Northwest, Western, and Eastern); this position is in the Eastern Region, which includes Central and Eastern Oregon.

Staff in the regional offices work directly with Oregon communities and regulated facilities to protect public health and the environment. Specifically, the regions provide the following services: we issue air, land and water quality permits to limit pollution so our environment remains healthy for people and wildlife; ensure regulated facilities remain in compliance with their permits; investigate pollution reports from residents; respond to and clean up oil spills and other hazardous materials; provide expertise and technical assistance to regulated facilities and the public; and coordinate work with other governmental entities, industries and the public. What you will do!

You will manage the region's wastewater permitting programs to protect rivers, lakes, streams and groundwater in the region. You’ll oversee an excellent team of staff responsible for implementing and enforcing the National Pollutant Discharge Elimination System (NPDES) and Water Pollution Control Facility (WPCF) permitting programs. You will develop program goals and objectives and monitor progress; identify, prioritize and schedule work; select and supervise technical staff; resolve difficult technical or administrative problems; assist in the development of statewide rules, policies, procedures and guidelines for the water quality program; and track and ensure timeliness and responsiveness to the public and regulated community. In addition, you may serve as office manager for administrative staff in an office and work with the landlord of the building to ensure the office functions in a safe and efficient manner.

What are we looking for?

Minimum Qualifications: Three years of management experience in a public or private organization, which included responsibility for each of the following: development of program rules and policies, development of long and short-range goals and plans, program evaluation, and budget preparation.

Candidates who are most competitive will also reflect the following:

  • Demonstrated ability to lead technical teams using data collection, goal setting, measure design, and report development to address statewide environmental challenges and opportunities and determine programmatic priorities; ability to develop innovative solutions to place-based environmental problems using existing programmatic and regulatory authority.
  • Demonstrated ability to advise leadership and other decisionmakers on your area of expertise.
  • Excellent verbal and written communication skills; skill, tact, and communication abilities necessary to act as a spokesperson for the Eastern Region Water Quality section and the agency, including at public meetings, to DEQ’s governing commission, and to the news media; ability to explain complex environmental and policy problems and solutions to a variety of audiences.
  • In-depth knowledge of laws, procedures, principles, and regulations governing DEQ’s Water Quality program.
  • Ability to facilitate and negotiate solutions to complex regulatory issues among multiple organizations with conflicting, overlapping or inconsistent requirements of objectives; knowledge of the operations and jurisdiction of other state, city and county agencies; ability to build partnerships across diverse community and stakeholder groups and interests.
  • Proven experience fostering teamwork, collaboration and cooperation among peers and direct reports; experience in coaching, mentoring and motivating staff. Supervisory management experience in a government agency or organization; management experience with a union represented employer.
  • Experience in strategic planning, plan implementation, and change management, including culture change.
  • Ability and experience managing human, financial and informational resources in a manner that instills employee and public trust and accomplishes the organization's mission.
  • Demonstrated experience and personal commitment to building and sustaining an equitable and inclusive culture where all team members feel empowered to contribute; ability to incorporate diversity strategies into all hiring, retention, training, and management decisions to increase cultural awareness and diversity within the region.

Working Conditions:

Most work is performed in a professional office setting with multiple demands on time. This position requires travel on official State business throughout Eastern Region and Oregon for meetings, conferences, or public hearings that may include overnight stays. Meetings and public hearings are often held in the evenings requiring occasional irregular work hours. Driving is required. Work may be required during inclement weather and may include possible exposure to pollutants or chemicals during site inspections with staff and/or occasional lifting.
