Job Description

Summary:   Under limited supervision, reports to and provides support for the City Manager, performing work involving extensive liaison, administrative, and managerial duties.  Collaborates with the City Council, City Manager and the Executive Leadership Team in achieving the strategic goals of the City including the creation and maintenance of the City’s operating and capital budgets, strategic, economic, and comprehensive plans.  Oversees operational activities, leads innovation, conducts research and evaluates performance of assigned personnel, programs and services. Responsibilities include coordinating capital improvement program maintenance, economic plan development, managing grants, assisting in the development of the City budget and other financial documents, maintenance of the communications strategy, project and program management, and related work as apparent or assigned.  This position will assist with Economic Development programs and projects.  Including, but not limited to, supporting new commercial, office and industrial business attraction; industrial retention and expansion; workforce development initiatives and other related economic development programs or projects.

  • May supervise staff assigned to the City Manager’s Office
  • Conducts specific and comprehensive analyses of a wide range of matters involving organizational and fiscal procedures, policies and services, interpreting policies and providing staff direction on changes.
  • Negotiates contracts, intergovernmental agreements and solutions on a variety of administrative, fiscal and special projects;
  • Participates in the preparation of program or special project budgets; analyzes and prepares recommendations on budget requests; monitors appropriate budget accounts.
  • Oversees and participates in programs to represent and advance the intergovernmental interest of the City in policy and administrative forums, including municipal, county, state and federal agencies.
  • Promotes citizen and public outreach intended to inform and facilitate the City’s messaging and resident involvement
  • Performs Economic Development and support work to expand the City’s retail, commercial and industrial employment base; including small business development initiatives.
  • Supports the City Manager representing the City of Eloy on economic development related boards and committees; researches and prepares reports/presentations/data on economic development and redevelopment/revitalization activities advisory boards/commissions (i.e. Revitalization Commission), and City Council;
  • Works closely and develops strategic partnerships with key stakeholders and local economic development agencies/individuals across a spectrum of community organizations /businesses;
  • Participates in and coordinates community meetings and community engagement opportunities to keep constituents informed of economic development projects and their community benefits;
  • Makes contact and builds relationships with prospects, consultants, company decision makers, landowners, real estate developers, and media information sources.
  • Reviews and analyzes projects and uses financing tools and incentives for economic development purposes, seeking coordination with City departments and external agencies as needed.
  • Evaluates the impact of expansion and new business location projects utilizing cost/benefit analysis, including estimating direct, indirect and induced multiplier factors;
  • Assists potential new business in site selection; coordinates key activities with all City departments to facilitate the location process;
  • Has a working understanding of related community development components including planning, zoning, public works, utilities, etc.;
  • Required to attend regular and special City Council meetings. May also be required to attend other various City commission and board meetings as needed.
  • Assist the City Manager in the creation and preparation of material for City Council meetings and coordinate with the City Manager and/or department heads on any follow-up items resulting from Council meetings.
  • Models exemplary leadership for employees promoting circular communication, innovation, seamless customer service.
  • Provides guidance to City Manager on internal and external committees and with regional partners; makes presentations to explain program or project status; answers questions or arranges for compilation for data to assist in decision-making process.
  • Prepares reports and presentations, attends civic meetings and addresses groups as representative of the City;
  • Assists with the writing and submission of grants, providing statistical or analytical information for submittal
  • Performs other duties as assigned or required.

Knowledge, Skills and Abilities:

  • Knowledge of City organization, operations, policies and procedures.
  • Knowledge of public administration with particular emphasis in the area of municipal policy implementation, community and economic development and fiscal acumen.
  • Knowledge of applicable state and Federal statutes, rules, codes and regulations.
  • Knowledge of duties, powers, authorities and limitations of a municipal manager.
  • Knowledge of principles and practices of legal, ethical and professional rules of conduct.
  • Knowledge of techniques for efficient and cost-effective management of resources.
  • Knowledge of current political and economic trends in state and Federal government.
  • Knowledge of techniques and methods for long-range strategic and financial planning.
  • Skill in analyzing complex administrative and operational data and issues, interpreting laws and regulations, evaluating alternatives, and implementing changes based on findings.
  • Skill in developing and implementing long-range fiscal and operational plans.
  • Skill in investigating, analyzing and resolving complex and sensitive issues and complaints.
  • Skill in establishing and maintaining cooperative working relationships with employees, officials, other government agencies and the general public.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in supervision, coordinating staff, and delegating tasks and authority.
  • Skill in operating a personal computer utilizing a variety of business software.
  • Skill in effective communication, both verbal and written.
  • Ability to inspire, skilled in management and critical thinking, able to take the leadership reigns or step into the role of the City Manager in the event of absence or vacancy.
  • Ability to formulate solutions to remedy problems and issues relating to operations and management of capital and human assets
  • Ability to create harmonious and effective working relationships as an integral liaison among City Council, staff and residents as well as other city, county, state and federal agencies and the public at large.
  • Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions and to prepare work procedures

Minimum Qualifications:

Bachelor’s Degree in Public or Business Administration, Economic Development, Urban Planning, Finance, Marketing, or a related field required.  Seven (7) year’s of increasingly responsible experience in an administrative and managerial capacity in municipal government; Two years or more of experience with an economic development entity, marketing, business attraction and/or development research, community development (planning and zoning), and/or a related field, desired OR an equivalent combination of education and experience at the senior/executive manager level may be considered.

Master’s degree in business administration/public administration preferred but not required.  AZED PRO Certification from the Arizona Association for Economic Development shall be maintained, or the ability to obtain certification within one-year of employment.

IDEAL CANDIDATE: This position will assist the City Manager with the coordination of special programs and projects including the development and preparation of studies and reports.  Will represent  the City Manager and the City of Eloy at Public Meetings and/or Arizona State Legislative sessions.

Will coordinate information and effectively communicate between departments, clarifying and reconciling complex issues relating to strategic and operational planning and procedures.  Will coordinate projects with Department Directors, the City Manager, City Council and/or other agencies.
