Job Description

The City of Hillsboro’s Finance Team is excited to launch recruitment for the Grant Administrator, a brand-new role within the City.  We are growing, and as a forward-thinking city, we want to be best positioned to serve the needs of our diverse community.  As the Grant Administrator, you will have a direct impact to our community by researching and identifying grant funding opportunities available and grant funding needs.  Your work will result in bringing additional infrastructure and programs to our community. 

A top priority for the Grant Administrator will be identifying grant opportunities across City departments, partnering with grant managers to resource them with information and tools to manage grants effectively and compliantly, establishing a cross-departmental grants group, and organizing Citywide grant reporting.  You will work directly with the Finance Manager drafting the City’s annual Schedule of Expenditures of Federal Awards and coordinating the Single Audit work from external auditors.  If you are looking to grow and take your skills to the next level as a grant administrator, this is an ideal position. 

This new opportunity will serve as the primary point of contact for grants and be responsible for managing the pre-award, post-award, and fiscal activities to support the grants.  


You will support all aspects, including:


  • Identifying grant opportunities
  • Grant writing
  • Grant budget development
  • Evaluation of stated timelines
  • Ensuring the grant meets and supports our vision, mission, and strategic plan
  • Supporting the proposal submission process


  • Work with grant-funded programs to ensure compliance and assist with overall implementation of the grant. 

Fiscal Duties

  • Developing and monitoring budgets
  • Approving grant expenses
  • Reconciling and reporting information
  • Administering grants and contracts report processes
  • Timely submission of required reports through closeout

Ideally, we need someone who understands grant accounting and applies it in the course of their work, has excellent MS Excel skills and prior experience with Munis (our ERP system) would be a plus.  Exceptional communication skills, both written and oral a must.  Most importantly, solid experience in fully cycle grant administration (application/grant writing, submission, acceptance, execution and compliance, and recording and record keeping.) 


Acceptable Experience and Training

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or closely related field; AND Four years of related experience in public sector or non-profit budgeting, financial analysis, or accounting; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Intermediate to Advanced MS Excel skills essential
  • Valid Driver's License and a safe driving record
  • Prior experience with Schedule of Expenditures of Federal Awards preparation would be ideal
  • Familiarity with certain major grants like Community Development Block Grant (CDBG), American Rescue Plan Act (ARPA) and Water Infrastructure Federal Innovation Act (WIFIA) is a plus
