STARTING PAY RATE:  $28.74 - $31.98 per hour based on a 40-hour workweek.  Salary dependent on qualifications.  The salary range for this position is $28.74 - $41.69.

This position is responsible for administrative work designed to provide professional support to the Director and Assistant Director.  These assigned responsibilities will aid department personnel in the development and ongoing administration of a variety of village programs and services, and in the management of related administrative functions.


Work assignments range from very specific and involved to very general responsibilities and are normally performed under minimal supervision. Assignments are subject to assessment through reports, conferences, and observation or results obtained.  Assigned projects can include confidential processes, potential changes in village policies, or large-scale projects which require interdepartmental cooperation and coordination.  This position assumes responsibility for assigned projects and will be required to analyze different approaches to projects and make recommendations and/or decisions on how to complete assigned projects.  May assist managers with employee communications efforts and strategic employee engagement initiatives, as well as serve as a front-facing administrative coordinator for the assigned office.


To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people inside and outside the organization and be able to work cooperatively with others to achieve common goals.  We are looking to add a team member capable of prioritizing multiple projects, organize time and resources efficiently, and can readily adapt to technology.  Proficient in Spanish or Hindi is a plus.  



1.    Develops, coordinates, and/or administers special projects or initiatives at the direction of the Director or Assistant Director, with limited supervision. 
2.    Creates reports for various data analytic initiatives to assist with monitoring and evaluating of department procedures. Designs systems and procedures within the position’s discretion and expertise to increase effectiveness, efficiency and economy of work processes.  
3.    Conducts long and short-range research studies to assist management decision-making and develops recommendations regarding new and/or modified programs.
4.    May assist with gathering and analyzing data for the collective bargaining agreement process and may serve as note taker for management on bargaining unit teams.      
5.    Assists with research and development, recommends and implements policy revisions or new policies for the personnel manual and related administrative protocols.  Assists departments in the application and interpretation of such policies.  May identify, and create communications or training materials on policy, employee engagement, and other human resources related matters.  
6.    Responsible for timely completion of various reports.  Tracks and reports on Key Performance Indicators.
7.    Researches, analyzes, and compiles information and data for budget, negotiations, special projects and reports as directed.
8.    Performs other duties as assigned.

1.    Bachelor’s degree in Public Administration, Human Resources Management, Industrial Psychology, Business Administration, or closely related field.
2.    A minimum of one year of experience in a similar administrative position in local government, at the level of administrative or management intern or higher. 
3.    Proficient with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or prior to completion of the trial period. 

Minimum Knowledge/Ability:
1.    Ability to establish and maintain effective working relationships with members at all organizational levels and the general public.
2.    Ability to learn and perform any specialized operations of the department and work accurately with figures and numbers.
3.    Ability to make disposition of problems and exercise good judgment in handling controversial issues and situations in a courteous and tactful manner.
4.    Considerable knowledge of sources of information related to problems of local government.
5.    Skill in independently conducting research, analyzing findings, writing clear and accurate reports, documents and correspondence.
6.    Ability to effectively express research and perspective in written form and to develop employment and organizational policy.
7.    Ability to give presentations to groups for informational and instructional purposes.
8.    Ability to understand and interpret federal, state and local laws relating municipal issues, and specific assignment issues, in this case, human resources issues, including but not limited to employee relations, labor relations, drug testing regulations, FMLA, NLRB, and ILRB regulations.
9.    Ability to gain knowledge of principles, procedures and methods used in specific assignment area, in this case, human resources administration.
