Position Summary

Under general supervision, provides significant, specialized, and complex administrative support to the Director and Assistant Director of Community Development, Planning & Development Administrator, and Planning Commission, Board of Zoning Appeals (BOZA), and Community Development staff.  The position involves an extensive knowledge of various department responsibilities and routines, City codes, and administrative procedures. 

Key Responsibilities

  • Provides administrative support and works closely with the Director of Community Development, Deputy and/or Assistant Director(s) of Community Development, Planning & Development Administrator and Community Development staff to ensure coordination of work is handled in a timely and proficient manner. Includes researching, composing and editing complex correspondence, memos and reports and distributing final documents.
  • Coordinates the submission and processing of applications to the Planning Commission/BOZA.
  • Coordinates scheduling of, agendas for, and attends monthly evening Planning Commission/BOZA meetings.
  • Serves as the recording secretary for the Planning Commission/BOZA, records meetings and prepares detailed and accurate minutes for presentation to the Planning Commission/BOZA for approval.
  • Responsible for public notification of Planning Commission/BOZA meetings.
  • Prepares complex ordinances and resolutions pertinent to Planning Commission items proceeding to City Council.
  • Assists in scheduling staff review and applicant meetings.
  • Exercises discretion in scheduling, planning, creating, and disseminating schedules, agendas, reports, and supporting documentation.
  • Develops and maintains paper and electronic filing systems and oversees records management for Planning Commission/BOZA.
  • Maintains Community Development portion of the website, updates content and all Planning Commission/BOZA applications and forms.

Additional Examples of Work Performed

  • Receives inquiries and requests for appointments from citizens, officials of other government jurisdictions, and the business community. Ascertains nature of business and directs calls to appropriate person or department, or provides requested information.  Schedules appointments and confirms meetings with numerous officials, developers, organizations and staff members as appropriate.
  • Assists with coordinating day travel and out-of-town travel activities for department employees and members of the Planning Commission.
  • Assists with matters pertaining to the operation and maintenance of copier and printers within the Community Development Department.
  • Orders supplies and miscellaneous items as needed by the department.
  • Assists with accounting functions including submission of purchase requisitions, invoice processing, and the preparation of check requests.
  • Enters pay changes and other employee related items into the Human Resources system while maintaining confidentiality of private and sensitive information.
  • Keeps informed of city events and issues by reading various memos, reports, and periodicals to enhance knowledge of issues currently under consideration and services offered throughout the city.
  • Completes zoning confirmation letters, and similar correspondence in the absence of the Community Development Technician.
  • Serve as the department’s representative for various internal committees.
  • Assists in training employees on various software applications, office procedures and/or practices.

Qualifications

Minimum:

  • High school diploma or G.E.D.
  • Five years of administrative or office management experience; OR completion of an Associate’s degree in office management and three years of administrative or office management experience.

Desired:

  • Bachelor’s degree in business, public administration, urban planning or a related field.
  • Business school training, Certified Professional Secretary (CPS), or experience as an executive secretary or assistant.
  • Two years of direct experience in a municipal planning/zoning or community development department or other related municipal government setting.

Compensation and Benefits

Salary range is $19.54 to $23.89 per hour DOQ and directly related experience.
