Job Description

Who We Seek

A strategic and analytic thinker to work directly with fifteen local governments on the organization’s dynamic grant assistance program and support the design and implementation of human resources projects to address public sector workforce challenges in the region. The candidate must feel comfortable working across a range of topic areas and coordinating projects across multiple internal and external stakeholder groups, synthesizing complex or analytic information into high-quality and clear products, and serving as a resource of information for TJCOG staff and local governments.

Description of Work

The Management Analyst will be part of a fast-paced, multi-disciplinary organization engaged in long-term, regional-scale issues and shorter-term local assistance projects that integrate TJCOG’s areas of focus: aging and human services, community & economic development, housing, natural resources and resilience, strategy and innovation, and transportation and mobility.

This position will focus on two significant and new projects:

Grant Assistance Program: The Management Analyst will work collaboratively with the Member Support and Strategy team on a comprehensive grants management effort by developing and managing processes for grant tracking and workflows and grant writing across a wide range of federal, state, and private funding sources. A significant portion of this work will involve data and program analysis, and collaboration with local government staff on project and application development.

Public Sector Workforce Innovation: The position will conduct research, coordinate, evaluate and participate in new special projects and services to ensure a dynamic and resilient workforce across local governments in the region. These projects will fall under three categories: 1) mental health, 2) equity and job access, and 3) bolstered workforce data.

Knowledge, Skills and Abilities

The management analyst must have knowledge of the business and public administration principles involved in project management; resource allocation; human resources modeling; grant management, and the legislative process; and coordination of people and resources. The management analyst must possess the ability to analyze and synthesize complex policy issues; communicate effectively in written and verbal forms and adapt communication styles for varying audiences; plan and manage multiple projects, priorities, and deadlines; establish and maintain effective working relationships with elected and appointed public officials, clients, coworkers, and the public. Independent judgment and initiative, with limited supervision, and independent project management is required in the performance of duties.  Possession of a valid North Carolina driver’s license is required.

Education and Experience

A master’s degree in public administration or a related field with some experience providing analytical support directly related to management or general business operations are the anticipated qualifications.  Candidates with a bachelor’s degree in a related field and extensive experience along with demonstrated advanced knowledge may also qualify. 

Salary & Benefits

Hiring salary: $50,558 (Employee will be eligible for a 5% increase after serving a 6-month probation period.
