This position is a full-time, limited term position with a term date based on the project delivery timeline within the fiscal year July 2022-June 2023 with potential to be extended based on budget availability and need.  This position offers full benefits to include medical, dental, vision, and life insurance, monthly HRA/VEBA contribution, and more.

As the Policy Analyst, you will lead the complex process of researching, analyzing, developing, drafting, and explaining recommendations for consideration by the CRC and City Council – and, ultimately, Gresham voters. Your duties will include facilitating and supporting both the CRC and subcommittee meetings, initiating and analyzing research, drafting detailed meeting minutes and draft reports, drafting recommendations, engaging a broad range of stakeholders and briefing the City Attorney and Council.  You will also serve as a strategic adviser to the City Attorney and other executive staff.  This project will involve complicated research, policy, financial, legal and political considerations, while also sparking passionate debate.  The City is committed to elevating the voices of Black, indigenous, and people of color (BIPOC) and others who have historically been marginalized by government processes.
 
This position requires independent judgment and discretion.  We are looking for somebody with experience guiding complex projects that require extensive coordination, both within and across organizations.  Successful candidates will bring excellent written and verbal communication skills and a track record of positive working relationships.  It's essential that you can prioritize work and respond to emerging problems and opportunities.  Knowledge of public administration and city service delivery is important, and so is experience advancing diversity, equity and inclusion.  You should also be prepared to oversee the day-to-day work of the CRC and its subcommittee, staff contributions to projects and management of contracts with consultants.  
 
At this time, meetings are held remotely, but the successful candidate will have access to CAO office space when needed/desired. This position reports to the City Attorney and is expected to last one year, potentially longer.

Minimum Qualifications

  • Education/Training: Bachelor’s degree from an accredited college or university in management, finance, business administration, public administration, public policy, or a related field;

AND

  • Experience: Three (3) to six (6) years of professional and responsible experience managing complex project or programs, leading and organizing meetings with internal and external stakeholders, performing analytical and policy work, or related work in a public agency.

Any combination of education and experience equivalent to seven (7) to ten (10) years is qualifying.  
 
 
Preferred Qualifications 

  • Experience: Five (5) years of professional and responsible experience managing complex project or programs, leading and organizing meetings with internal and external stakeholders, performing analytical and policy work, or related work in a public agency .
