STARTING SALARY RANGE:  $69,532.00 - $77,356.00 annually dependent on qualifications. The salary range for this position is $69,532.00 - $100,825.00

JOB SUMMARY:

This position is assigned administrative and management work designed to supply professional support to both the Assistant Village Manager and Village Manager.  These assigned responsibilities will aid in the development and ongoing administration of a variety of village programs and services, and in the management of related administrative functions as well as assist in the planning and/or execution of the administrative operations thus freeing top management for more in depth and specialized work.  

 

Work assignments range from specific and involved to very general responsibilities and are normally performed under minimal supervision and are subject to assessment through reports, conferences, and observation or results obtained.  Assigned projects may deal with unique situations that arise in the village, sensitive or confidential issues, potential changes in village policies, or large-scale projects which require interdepartmental cooperation and coordination.  Monitors a variety of village contracted services and franchise agreements for compliance with regulations, prepares progress reports, and performs specialized enforcement functions.  Added responsibilities may also include general office aid such as greeting customers, voter registration, drafting legislation advice, assisting with or resolving resident complaints   and the preparation of materials for the village president, board of trustees, or advisory bodies of the village as directed.  

 

To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people inside and outside the organization.  The ideal candidate needs a high-level of professionalism, financial literacy, and have the ability to manage and prioritize multiple projects with thoroughness and accuracy, and work in a detail-oriented environment.  We are looking to add a team member capable of remaining calm under pressure and demonstrate strong and efficient problem solving skills.

 

JOB DUTIES:

1.    Serves as one of the points of contact within the Manager’s Office for visitors, community, and organizational members to figure out and implement proper response to inquiries and concerns.  Responds to various outside complaints from the quarterly newsletter, Customer Service Requests/CSRs, or as directed.
2.    Aids the organization by undertaking, coordinating, and/or administering special projects or initiatives at the direction of the Assistant Village Manager or Village Manager.  Projects include working on the annual budget and capital improvement program for the village.
3.    Conducts organizational and procedural analyses using field investigation and analytical techniques to find, develop and implement practices, programs, policies, and procedures, and affecting projections and any other factors affecting municipal service delivery in department, divisions or sections.
4.    Designs systems and procedures to increase effectiveness, efficiency and economy of work processes, policy determination and management decision-making.  This position has oversight of the village’s Key Performance Indicators.
5.    Conducts long and short-range research studies to aid management decision-making.  This position handles drafting the village’s Legislative Action Plan.
6.    Monitors and aids in the administration of cable, utility, and franchise agreement complaints to resolve reliability and other related issues and develops reports as directed.
7.    Conducts surveys on behalf of the village as well as responds to requests from other agencies and organizations.
8.    Conducts prompt reviews of the Village of Schaumburg Code of Ordinances and makes recommendations for changes.  Works in concert with department directors and designated staff to bring applicable changes to advisory bodies, standing committees, and to the village board for adoption.
9.    Perform other duties as assigned.


QUALIFICATIONS:
1.    Bachelor’s degree in public or business administration or closely related field.
2.    Master’s degree in public administration or closely related field within 6 months of hire.  Master’s degree acquired at time of hire is preferred.
3.    A minimum of two years of internship experience or experience in a similar position in local government administration, which shall have been at the level of administrative or management intern or higher. 
4.    Proficiency with current computer technology, job specific software, and customer service systems.  Knowledge of MUNIS financial software preferred.
