Job Description

The City of Naperville seeks a self-driven and well-skilled individual to join our team as a Development Project Manager

The Development Project Manager serves as the City of Naperville’s single-point of contact for development projects which are submitted for review and approval through the City’s development process.  In this role, the Development Project Manager coordinates with all internal City reviewing departments, including Planning, Engineering, Water, Fire and Electric, as well as the external project development team, to innovatively solve problems and navigate obstacles to lead to a development project which can be supported by staff and approved by elected officials in a timely manner. The Development Project Manager will also work directly with the City’s in-house legal team to draft legal agreements related to the proposed project and negotiate these agreements directly with the developer.  In many municipalities, the Development Project Manager duties are handled by a Senior Planner or higher.  

The Development Project Manager is an exciting and fast-paced position that requires higher level problem solving and decision making on a variety of development projects, ranging from large residential subdivisions to downtown redevelopment projects to new industrial warehouses.  Organizational and communication skills are critical. While this position does not have any direct supervisory responsibilities, indirect supervision of up to 20 staff members from various City review teams is a component.  At this time, the Development Project Manager is generally not required to attend any City board or commission meetings at which the development cases are presented and a hybrid in-person/remote work schedule is available.  


Working in a team environment, the Development Project Manager is responsible for coordinating projects which require entitlement approvals (e.g., rezoning, conditional use permits, and OAA/annexation agreements, etc.) in addition to engineering and subdivision plats, supporting technical plans and studies. 

He/she responds to internal & external inquiries and concerns pertaining to all developments within the City; provides direction to team members for commercial and residential developments from the initial planning stages through Certificate of Occupancy; meets with and advises developers and attorneys regarding development applications and processes, regulations and directives; prepares ordinances and development agreements for legal department review, represents the Development Review Team at public meetings related to planning issues; and provides technical assistance as necessary to the City Council, the Plan Commission, and to citizen committees. 

The Project Manager ensures that development reviews are completed in a timely manner and assists in developing & implementing policy/procedure pertaining to all types of development, evaluating & tracking performance measures.  The Project Manager also coordinates and leads concept meetings with potential developers.


  • A Bachelor’s degree in urban planning, civil engineering, or construction management.

  • Three (3) years of progressively responsible municipal development experience in planning, engineering, or construction management.  Specific experience preparing ordinances and negotiating development agreements in a municipal setting is preferred.

  • A valid State of Illinois Driver’s License.  

Preference may be given to candidates who possess AICP, ICC or PMP certification, or possess an Illinois Professional Engineer license.  Regardless, desired candidates will possess strong analytical & communication skills and knowledge of project management principles.
