DESCRIPTION:  Under general supervision of the Public Works Manager or designee and the Public Works Superintendent, performs maintenance work on public rights-of-ways including streets, sidewalks, drainage and weed control; constructs public works projects; provides emergency response as needed by public safety personnel; assist parks and building maintenance division as required; and performs related duties as assigned.

This is a non-exempt, full-time, classified position with full benefits.  Hiring range 18: $18.49 - $23.11 per hour. Full long term range of position extends to $27.73 per hour.

This position is open until filled with a first review of August 15, 2022.

TASKS:

Performs general street maintenance patching potholes, sealing cracks and preparing roads for seal coating; repairs sidewalks; controls vegetation in the right of ways and city properties. Cleans drainage ditches and storm drainpipes, using weed eaters, pole saws and rakes; grades ditch’s, sweeps city streets, repairs and installs signs, pavement and markings. Rakes and tamps asphalt and spreads aggregate on street repair projects. Operates jackhammers, and pneumatic compacting equipment. Operates a 4-yard or 6-yard dump truck and trailer. Operates vibratory rollers, air compressors, hydraulic tools and other similarly sized maintenance equipment. Digs up ground for ditches, sign posts, etc., using a pick, shovel, spade or other hand tools. Operates and maintains backhoe, gannon, blade and crack seal kettle.

Replaces crosswalks and other markings; assists with the placement of striping; conducts routine checks and minor maintenance on public works equipment; provides erosion control to protect street and property’s; constructs drainage structures; performs special projects, hangs, and dismantles Christmas decorations.

Concrete pouring, finishing and leveling concrete using a rake, trowel, float, screed and level for surfaces such as curbs and sidewalks. Duties may include cutting expansion joints with a power saw, aligning forms to desired depth and pitch, directing the casting of concrete with truck driver, preparing and cleaning surface areas and completing forming using a variety of hand-held and power tools.

Responds to emergencies on a 24 hour call out for natural disasters such as floods, wind storms, traffic accidents, etc.; assists other departments by providing traffic control, heavy equipment or trucks; trains either in-house or by other outside resources; digs around underground utilities.

Ensures the proper placement and use of barricades; ensures safety precautions are in place around work zones; blocks and barricades streets and flooding circumstances; uses light to heavy equipment; uses proper safety techniques on the maintenance and repair of hand and power tools.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of methods, equipment, and materials for completion of streets maintenance projects.

Knowledge of occupational hazards and safe work practices.

Knowledge of techniques and methods of street repair and maintenance

Knowledge of Blue Stake laws and markings

Knowledge of methods of construction, repair, and maintenance of public facilities.

Skill in operating a variety of vehicular and construction equipment.

Skill in reading and understanding written instructions.

Skill in working in a team environment.

Skill in performing preventive maintenance on all types and sizes of construction equipment.

Skill in calculating asphalt and concrete needed for Public Works projects.

Skill in operating and maintaining tools and equipment in a safe and effective manner

Ability to work cooperatively with other City employees and the public.

Ability to oversee the work of community service workers.

Ability to move debris, dirt or other material from one place to another using a shovel, rake, or other tools.

Ability to exercise safety precautions and conform to safety rules and regulations.

Ability to work cooperatively with others.

Ability to understand simple road maps.

Ability to safely set up or remove traffic cones, barricades or other stationary warning signs.

Ability to follow appropriate Personal Protective Equipment (PPE) procedures.

Ability to perform basic preventative maintenance for equipment, such as making simple mechanical adjustments, replacing minor parts, and lubricating equipment.

Ability to operate power driven machinery such as jackhammer, tamper, or other equally sized equipment to repair City streets.

PHYSICAL REQUIREMENTS: This classification involves work that requires the ability to remain in a standing position for extended periods of time. Bend, crouch, or stoop repeatedly or continually over time. Walk for prolonged periods, which may include walking over rough, uneven, or rocky surfaces. Ability to work outdoors in a variety of adverse conditions, such as heavy nearby traffic and inclement weather with exposure to the elements, including heat, cold, rain, wind and dust. Ability to Climb ladders, perform repairs on equipment, lift heavy objects up to 60 pounds, and operate public works equipment.

MINIMUM REQUIREMENTS: The equivalent of two (2) years of general streets maintenance experience. The possession of a Commercial Drivers License (CDL), with tanker endorsement, or the ability to obtain one within six months after employment, is required. Possession of or ability to obtain an Applicator License through the Department of Pest Management within 12 months. Valid Arizona driver’s license is required upon hire.  High school diploma or GED is required.

SPECIAL REQUIREMENTS:  This position requires employee to work overtime, holidays and weekends, and be part of an on-call rotation 24-hours per day for a week at a time, per the departmental on-call policy.  Must be able to respond to call out within twenty (20) minutes.
