Job Description

The City of Takoma Park is seeking a Sustainability Manager, responsible for the development, coordination, implementation, and management of energy, climate, and resiliency programs to support Takoma Park’s net-zero greenhouse gas emissions city-wide by 2035 goal. 

Typical duties include:

  • Leading the development and implementation of comprehensive sustainability and climate resiliency plans.
  • Supervising all climate and sustainability reporting, including to CDP, Sustainable Maryland Certified, and updates to City Council.
  • Advising Mayor, City Council, and the City Manager on sustainability issues in Takoma Park.
  • Representing the city at the Metropolitan Washington Council of Governments, Urban Sustainability Director’s Network, Montgomery County Interagency Climate Leadership Team, Maryland Counties and Cities Coalition for Climate Action, the National Capital Sustainability Circle, and at relevant conferences.
  • Promoting City sustainability programs via broadcast and social media, written articles, workshops, special events, and other presentations.
  • Researching funding sources, preparing applications, executing agreements, and overseeing various federal, state, and utility grants and incentives to support energy and sustainability projects and programs. 
  • Developing and administering grants for City residents, businesses, and multifamily buildings to support sustainability goals and programs.
  • Preparing and managing City sustainability budget. 
  • Measuring, tracking, and reporting progress and compliance to elected officials, the public, and outside agencies.   
  • Serving on national, state, regional, and county sustainability committees and task forces, including those organized by the Metropolitan Washington Council of Governments (MWCOG), Urban Sustainability Director’s Network (USDN), Montgomery County Interagency Climate Leadership Team, Maryland Counties and Cities Coalition for Climate Action (MC4A), the Nation’s Capital Sustainability Circle, Climate Mayors, CDP, and represent the city at relevant conferences.
  • Knowledge, Skills, and Abilities required to be successful are:
  • Knowledge and understanding of climate change issues, greenhouse gas reduction strategies, and mitigation approaches.
  • Knowledge of the technologies and practices related to energy efficiency, renewable energy, electric vehicles and charging infrastructure, green building design, green purchasing, energy resiliency, and portfolio and asset-level data management.
  • Expertise in stakeholder engagement, and public education.
  • Ability to deal firmly but tactfully with contractors, employees, property owners and the public.
  • Skills to develop metrics, reports, and communication materials to monitor and assess performance.
  • Knowledge and understanding of project management.
  • Skill in written and verbal communication, including public speaking.
  • Ability to write and evaluate grants.
  • Basic understanding and ability to learn government systems and processes.


Minimum Qualifications include

  • Ten years of progressively responsible work in energy efficiency, sustainability programs, environmental science, climate change, public policy; or
  • Any equivalent combination of education and experience.

The salary for this position is graded between  80241.63 and 94520.55 and will be offered at a level consistent with the experience and qualifications of the candidate.
