The San José City Council consists of ten Councilmembers elected by district and a Mayor elected at-large, each for four-year terms. The Mayor and Council are responsible for representing the residents of San José, providing accountability, reviewing public policy and programs, and adopting those policies which best meet the needs of the residents, visitors, and businesses in San José. 

Position and Duties

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption.Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

The total salary range for the Senior Council Assistant classification is $81,424.98-$129,285.00 annually (the annual salary range reflects a full-time staff position). This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The Council District Offices are recruiting for Senior Council Assistant positions (currently in Council District Offices 1, 3, 5 and 7). The position will lead the staff support team and serve as a liaison to the elected official and will regularly represent the Council District office at City-related meetings and functions. The position will provide policy support with working on several priority initiatives, making recommendations and developing action plans for meeting the elected official’s policy objectives. The position requires an individual with strong communication skills, analytical and management skills, a strong work ethic, and a dedication to public service. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required. 

Responsibilities for the position may include, but are not limited to the following:  

  • Manages the day-to-day office operations.  

  • Supervises staff to implement office projects and achieve identified objectives.  

  • Manages Human Resources and staffing to include hiring, workloads, training, performance evaluations, and corrective or disciplinary actions. 

  • Oversees budgetary, legislative, and strategic planning processes. 

  • Advises the elected official on policy, budget, and community matters. 

  • Manages communications and public relations, interfacing with media, governmental officials, department directors, business leaders, advocacy groups, constituents, and others on behalf of the elected official.  

  • Leads initiatives within an assigned policy portfolio. Drives policy priorities through government and legislative process. 

  • Gathers background information relative to issues pending before the City Council. 

  • Drafts resolutions, commendations, memos, and other materials on the City Council agenda. 

  • Prepares speeches and talking points for the elected official. 

  • Represents the elected official at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings. 

  • Performs other duties of a similar nature or level as assigned.  

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. This unclassified position requires a disclosure of outside investments, real property interest, income and business positions.

Minimum Qualifications

Any combination of training and experience that provides the knowledge, skills, and abilities to advise the Mayor or Councilmember on matters of public policy, democratic processes, constituent service, or citizen involvement. 

Required Licensing: Possession of a valid California Driver’s license is required.

Desirable experience, knowledge and skills for this position include:  

  • Bachelor’s Degree in Political Science, Public Policy, Public Administration, Communications or closely related field from an accredited college or university is highly desirable.  

  • Experience working for an elected official is highly desirable. 

  • Knowledge of city government functions and the city council legislative process. 

  • Knowledge of public information, media relations, and community outreach skills. 

  • Ability to plan, organize, facilitate, and implement public meetings and events. 

  • Strong understanding of Human Relations issues and sensitivities. 

  • Management and Supervisory experience preferred. 

  • Ability to write letters, city memoranda, and policy papers in a concise, professional style with minimal assistance from other office staff and quick turnaround times. 

  • Ability to handle multiple tasks in a fast-paced work environment with changing priorities and deadlines. 

  • Ability to maintain a positive and professional demeanor when working in public. 

  • Ability to establish and maintain effective working relations with others and to provide excellent service to internal and external customers, stakeholders, and colleagues. 

  • Ability to carry out and promote the elected official’s agenda and direction regardless of personal philosophies.
