PAY AND BENEFITS

Maintenance Specialist (Housing Authority of Clackamas County)

Annual Pay Range: $54,882.10 - $69,154.62

Hourly Pay Range: $26.385626 - $33.247415

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) is looking for a skilled and versatile individual to join our team as a Maintenance Specialist. Work includes the maintenance, repair, and rehabilitation of building exteriors and interiors, including systems, finishes and structures, utility systems, and maintenance of landscaping and grounds of Public Housing units.

The HACC Maintenance Specialist is responsible for maintaining mechanical, plumbing, and structural systems. Additionally, the selected candidate will also perform painting tasks and prove subordinate personnel with daily work direction.

Successful candidates in this position will have experience in semi-skilled and skilled maintenance work to diagnose and troubleshoot problems. The Maintenance Specialist should be friendly, approachable with a strong emphasis on customer service. The ideal candidate will have at least one year of experience working in a maintenance role. They will also have a work history that demonstrates the ability to handle various tools and a variety of projects and tasks.

This is a limited term position anticipated to last three (3) years from the date of hire. Limited term positions may not extend past three (3) years.

Required Minimum Qualifications/ Transferrable Skills:*

• At least two (2) years of relevant experience working in building maintenance or construction. Any combination of relevant experience, education and/or training that would likely provide the required knowledge and skills, may substitute for the required years of experience.

• Strong written and oral communication skills

• Ability to effectively communicate with a diverse population and maintain composure with people who may be angry

• Ability to work independently and in a team environment

• Ability to perform after hours emergency response on an on-call basis

• Must complete approved safety training, hazardous materials training within six months of hire

Preferred Special Qualifications/ Transferrable Skills:*

• Experience in skilled maintenance, construction or mechanical trades including but not limited to carpentry, drywall installation and finish work, plumbing, basic electrical, roof systems, or other building trade specialties

• Experience in operating machinery including tractors, loaders, self-propelled mowing equipment, chain saws and power tools necessary to perform standard maintenance tasks

• Experience interacting with low income families living in subsidized or special population housing

• Experience working in environments with lead-based paint or asbestos or other environmental hazards

• Experience with Yardi Voyager and Mobile Maintenance/Inspection Apps

• Certification for lead-based paint mitigation

TYPICAL TASKS

Duties may include but are not limited to the following:

• Conducts housing inspections to determine condition of properties and extent of maintenance needs.

• Performs regularly scheduled maintenance and repairs of buildings; change filters and belts; patches and seals roofs; repairs holes; stains and varnishes woodwork.

• Performs semi-skilled carpentry tasks; repairs and installs shelves, doors, windows and applicable locking hardware; patches and seals roofs.

• Performs semi-skilled plumbing tasks; replaces or repairs faucets and valves and unplugs drains.

• Performs semi-skilled painting tasks; mixes, blends and matches appropriate paint materials and paints interior/exterior surfaces; monitors the work of painting contractors as assigned.

• As assigned by HACC Maintenance Coordinator, provides work direction to maintenance assistants, correction facilities trustees and temporary workers; trains individuals in the safe operation of tools and equipment.

• Monitors the work of regularly scheduled janitorial, laundry and landscape services.

• Assists with stocking and inventory as needed.

• Performs tasks assigned to HACC Maintenance Assistants; sweeps, scrubs, strips and polishes floor surfaces; mows, rakes, edges and weeds lawns; irrigates and fertilizes lawns and planted areas; and maintains irrigation systems.

REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Maintenance and preventative maintenance practices; general building maintenance and painting techniques; materials, tools and equipment commonly used in the maintenance and repair of residential structures; applicable hazardous code regulations; basic English grammar and composition; basic math; record keeping techniques.

Some knowledge of: Commercial janitorial maintenance practices and procedures; structure schematics and blueprint terminology; landscape maintenance practices and procedures; general carpentry and plumbing repair and maintenance techniques.

Skill to: Communicate effectively both orally and in writing; perform semi-skilled carpentry, plumbing and mechanical repair; monitor and coordinate work performed under commercial janitorial and various landscape contracts; read and understand structural schematics and blueprints; complete and file repair orders; maintain accurate records; establish and maintain cooperative working relationships with public and HACC personnel.

WORKING CONDITIONS

Incumbents may be exposed to a variety of environmental elements including wind, rain, snow, dust and fumes as well as a standard office environment. Some work assignments may require the strength to handle and operate hand tools and powered equipment, climb ladders and perform manual labor for extended periods of time. Positions require ability to lift and carry objects weighing up to 50 lbs frequently and occasionally up to 75 lbs.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
