Program and Support Manager - Development Services

The City of Hillsboro Water Department is seeking a Development Services Manager to join their dynamic, collaborative team. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local water distribution as well as for regional water supply, providing drinking water supply to nearly 400,000 people. The Water Department is working on a $520 million 10-year capital improvement program. The Program and Support Manager position cohesively manages a group that includes: inspection, cross connection, plan review, and franchise utility coordination. Responsibilities also include conducting coordination of development services activities between Engineering, Operations, Resources, and other departments such as Public Works and Planning.

The principal function of an employee in this class is supervision of analysts and program management.  Incumbents, as assigned, are responsible for oversight of assigned projects from inception to completion including staffing, budget, and contract administration.  Incumbents serve as supervisors overseeing staff and conducting performance evaluations.

• Passion and strong technical knowledge in the field of drinking water systems.
• Ability to work in both a team environment and independently on tasks.
• Detail-oriented with the ability to maintain perspective on the big picture, and strong organizational skills.
• Ability to perform and/or supervise tasks in support of the engineering analyses and developments.
• Ability to coordinate day-to-day permitting and related planning and operations activities.
• Strong understanding of the City of Hillsboro, community planning, development and permitting regulations for the Water Department.
• Work with multiple parties including design staff, engineers, contractors, developers, and operations staff to achieve a common goal.
• Represent Water Department with planning and economic development. 
•  Ability to respond in a timely manner to plan review requests.
• Strong communication skills to convey technical information to broad audiences
• Provide regular project reporting to management and elected officials, and maintain organized records for retention.
• Ability to positively collaborate with a wide range of stakeholders.
• Understands the complexities and timing of construction projects.
• Provide strong leadership to the development service group, including engineering technicians, coordinators, and inspectors.  
• Ability to supervise staff, manage workload, education, and professional growth.
• Someone who enjoys a wide range of daily activities, coordination across multiple departments and agencies.

Current/Upcoming Projects:

• North and South Hillsboro developments
• Multiple pipeline and large meter replacement projects
• Owner's representative for design and construction of Willamette Water Supply Program facilities including new water treatment plant, reservoirs, and raw water pump station

Acceptable Experience and Training

Bachelor’s Degree and 5 years experience in engineering, planning, or other related experience to area of assignment including 3 years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:
Depending on assignment, some positions may require:
• Valid Driver’s License and safe driving record.

Annual Salary: $89,231 – $117,422
depending on qualifications
