About Maintenance Services:
The Maintenance Services Division is comprised of five staff members: fleet maintenance, facilities maintenance, and warehouse/inventory control. The team manages the repair, maintenance, inspections and large scale improvements at 36 City facilities, including the Tualatin Police Department, City Services Building, and City Offices/Library. The team also purchases and maintains a robust fleet of 89 rolling vehicles and 130 pieces of equipment. Centralized purchasing and contracting functions are also carried out within the division.
This work group, led by the Maintenance Services Manager, is a central component that makes Tualatin’s daily operations run smoothly. The division provides internal customer service and works collaboratively with all departments to complete projects successfully. In addition, the Maintenance Services Division is closely involved with the City’s Emergency Preparedness Program, which includes continued updates, training, and community engagement efforts.

ESSENTIAL DUTIES & RESPONSIBILITIES
Recruit, hire, supervise, and retain Maintenance Services employees, ensuring division staff are successfully completing their job duties. This may include development of work plans, assigning training, completing performance evaluations or performance improvement plans, and various other actions as needed to ensure employee success.
Promote a culture of continued learning and growth among employees; supporting professional development, trainings, and certifications for staff to ensure long-term success of the division.
Under supervision of the Public Works Director, manage citywide projects related to facilities, structures, and grounds. This includes defining project scope; preparation and management of project budgets and schedules; regularly monitoring project progress and allocating resources or making adjustments as needed to ensure successful project regularly; communicating project updates with various stakeholders including executive leadership, elected officials, and the public.
Support the City’s asset management program; proactively maintain City’s fleet, buildings, and structures using Computerized Maintenance Management System (CMMS) to ensure assets are inspected, maintained and replaced efficiently.
Manage division programs such as asset management, carrying out preventative/ predictive maintenance on City buildings, structures, fleet, and equipment.
Develop division’s annual and five-year budgets; present budgets to Public Works Director/ City leadership; manage budget implementation to keep division within approved budget.
Develop scope and specifications for work being completed by outside contractors; negotiate and administer contracts; reviews work completed by contractors; ensures compliance with contract terms.
Collaborate with staff citywide to successfully support City service delivery, solve problems, and provide high-quality customer service to internal and external customers.
Ensure all facilities, fleet, and structures are kept in safe operable condition and maintained according to all state and federal safety requirements and best practices.
Develop and maintain policies and procedures related to fleet and facilities use.
Oversee the purchase, use, maintenance, and disposal of vehicles and equipment.
Oversee the City’s inventory warehouse and purchasing including vehicles, equipment, furniture, fuel, and various other resources needed for City operations.
Ensure City buildings, structures, grounds, and fleet are kept in safe, operable condition and maintained and replaced according to asset management best practices.
Support the City’s Climate Action efforts to reduce City emissions to net-zero by 2050.
Understand, incorporate, and support the overall goals and mission of the organization and Council Vision and Priorities through regular work duties.

Certificates, Licenses, Registrations: Possession of, or the ability to secure possession of within a timeline determined by management, a valid Oregon Class A Commercial driver's license and First Aid and CPR certification. Specific assignments may require possession of, or the ability to secure, state certification for performing assigned duties.
Project Management: Experience managing projects through the full life cycle with a proven ability of successful completion according to outlined scope, budget and timeline. Strong familiarity with project management software tools, methodologies, and best practices.
Other Skills and Abilities: Working knowledge of the methods, materials, tools and standard practices of the automotive, mechanical, facilities maintenance and construction trade. Skilled in identifying the tasks, methods, materials, equipment, and safety procedures utilized in the proper execution of building and facility maintenance. Ability to occasionally operate light and heavy equipment. Knowledge of contract administration including negotiations, and specification preparation.
Ability to plan, review and supervise employees performing various functions related to the general fields.
Ability to respond to work without advance notice during inclement weather, natural disaster, or other emergency/unusual events to support City operations.

The Maintenance Services Division is taking on a variety of new initiatives, such as fleet electrification and other climate action efforts to lower our carbon footprint at City facilities. We’re taking on large scale building maintenance projects, including HVAC work, roof replacements, re-siding, and parking lot redevelopment in the coming year. Further development of asset management plans, and continued work on the City’s emergency preparedness plan are other important initiatives that the Maintenance Services Manager will steer forward.
