Job Description

The City of Tigard Public Works Department is recruiting for a Parks, Recreation, and Green Infrastructure Manager.    The city is a growing community with a population of over 50,000, located in the south Portland Metro area, adjacent to the Tualatin River.  The city has a larger than average acreage of parks and greenspaces, a young and growing recreation program, and the Public Works Department is working hard to keep up.   A Parks and Recreation utility fee helps fund the programs, and our new Parks, Recreation and Green Infrastructure manager will play a key role in maintaining and generating support with community members, and the City Council to keep momentum going for programmatic success. Tigard strives to be an equitable community that is walkable, healthy, and accessible for everyone.  We are looking for a team member who is passionate about nurturing and growing programs that provide access to quality parks, greenspaces, and recreational services within the context of the city’s vision.  

The Parks, Recreation, and Green Infrastructure manager currently manages forty positions, including union, non-represented staff and seasonal workers, including three new positions just approved by City Council.  The city has thirty parks, including community parks, neighborhood parks, a nature park, as well as, several undeveloped park sites.   The total acreage of parks and greenspaces (including multiple creek corridors and greenway trails) is 588.   The Parks and Recreation program served seven thousand participants in FY2019, a 567% increase since its inception in FY2016.  There has also been a 69% increase in public use of sports fields and park shelters in that same time.  The position also manages maintenance of twenty-six vegetated stormwater quality facilities throughout the city, meeting regulatory mandates, as well as, fifteen water sites.

We are looking for a candidate who: 

  • Is passionate about park systems and green spaces and the opportunity to grow a fledgling recreation program.
  • Has excellent communication skills – including ability and experience conversing about parks, natural resources and recreation topics with citizens, city council members, citizen committees, professional peers, and city staff.
  • Understands the value of building and maintaining strong work relationships, with both internal and external partners.
  • Can facilitate problem solving among staff and partners.  Is thoughtful, and considerate of varied opinions, and intent on finding solutions.
  • Is comfortable making decisions.
  • Is an experienced people and program manager – able to identify potential issues, develop and execute a plan, manage expectations and successfully resolve with multiple staff and stakeholders.


  

EXAMPLES OF DUTIES:

  • Manage the activities and operations of the parks, recreation programs, events and shelter registration, parks/landscape maintenance, vegetated stormwater quality facilities upkeep, stream system and greenways maintenance.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service, funding and staffing levels.
  • Lead and manage a diverse group of permanent staff as well as temporary “seasonal” employees, including work planning, mentoring and problem solving.
  • Develop and administer the Division’s annual budget. Monitor and manage the parks system development charges fund expenditures.
  • Coordinate major maintenance activities with the Engineering Division. 
  • Participate in or manage relevant system master planning and grants acquisition.
  • Serve as the liaison for the Parks, Recreation and Green Infrastructure Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Serve as staff liaison to other departments, outside agencies and a variety of boards and committees.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.

  

MINIMUM QUALIFICATIONS:

Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in facilities management, park and recreation management, natural resources management, business or public administration, or a related field; AND
  • Five (5) years of experience in parks, recreation, or green infrastructure maintenance and/or related public works areas, including three (3) years of supervisory, management, and/or administrative experience.

Schedule: Full time, 40 hours per week with some flexibility and alternative schedules available.
