PAY AND BENEFITS
Annual Pay Range: $74,016.44 - $99,922.60
Hourly Pay Range: $35.584827 - $48.039711
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking a dynamic and compassionate leader to join our team as a Human Services Supervisor for Long Term Housing.
The Human Services Supervisor's key responsibilities are to plan, organize, and supervise the activities and personnel of the Long Term Housing work unit of the Supportive Housing Team. The Human Services Supervisor will also be responsible for hiring and supervising long term housing Case Managers and staff members and overseeing case management services provided to those with long term housing needs.
We are looking for a motivated individual with a strong commitment to advancing equity, who will foster an open and productive environment, and demonstrate respect for diverse populations. The Human Services Supervisor will supervise and manage Clackamas County's Long Term Housing work unit of the Supportive Housing Team.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of experience working with a human service program/project or other relevant experience that would likely provide the required knowledge and skills to perform the duties of this position; at least two (2) years must include experience in a lead, supervisory, or managerial role (civilian or military)
• At least one (1) year of experience as a Case Manager or similar function with people experiencing homelessness or severe housing instability
• At least one (1) year in a position where documenting and determining eligibility for services was a significant part of the position
• Demonstrated experience advancing racial equity in a workplace and/or community setting

Preferred Special Qualifications/ Transferrable Skills:*
• At least mid-level proficiency in Service Point Homeless Management Information System or another HMIS system
• Experience accurately tracking current and projected expenditures against a budget
• Experience doing quality assurance in a human services setting

Duties may include but are not limited to the following:
• Plans and coordinates the activities of the long term housing programs; develops work plans, ensures coordination with county-wide continuum of housing providers, allocates resources and develops schedules to accomplish Housing Services human services program goals.
• Hires and supervises long term housing case managers; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
• Actively participate in advancing equity within long term housing services and supportive housing team, ensure that output and outcome data is analyzed for disparities and work collaboratively to eliminate these disparities.
• Monitor and evaluate effectiveness in meeting long term housing contractual levels of service and outcomes; develop and implement procedural improvements and recommend policy changes to Program Manager and others as appropriate.
• Using Housing and Urban Development (HUD) HEARTH Act, OR Housing and Community Services Manuals, OR Health Authority Rent Assistance Program guidelines and other funding governing documents; provide direction to case management staff on complex technical or procedural issues; make or review decisions on complex situations; work with senior case manager and program manager to review participant files and case notes kept by case managers.
• Assist program manager and staff with coordination of long term housing programs with Coordinated Housing Access, other county human services and Continuum of Care programs, and with relevant partners such as Oregon Department of Human Services, Oregon Housing and Community Services, HUD and Community Corrections.
• Manage program funds, and authorize or review limited expenditures, related to case managers using program funds in course of service delivery or coordination.
• Ensure that a welcoming, trauma-informed and culturally respectful approach is maintained at all times in service delivery and within the team.
• Report (and ensure reporting of by program staff as appropriate) witnessed or suspected abuse and neglect of children, older adults and/or people with disabilities.
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Principles, methods, trends, practices, and techniques in a specific area/field relevant to assigned program; principles and practices of public administration, including organization design, budget/grant administration and supervision; needs of individuals with limited economic and social resources; principles and techniques of supervision; participative management theories; community resources; case management methods and techniques; office equipment, including personal computers and software programs.
Skill to: Plan and coordinate a human service program; effectively develop and utilize available staff, program and community resources; communicate effectively, both orally and in writing; relate to a wide range of clients, personnel, professional staff and community representatives; interpret policies and develop corresponding procedures; gather and evaluate data; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; make program and customer service decisions based upon best practice and trends; respond to changes desired by citizens and County staff; establish and maintain effective working relationships with community private and government agencies, County employees and the public; prepare and deliver oral presentations before public groups; operate computer software and other office equipment.
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
